Leahy Vetting Advisor
BACKGROUND
The U.S. Department of State leads American diplomacy, with the Secretary of State serving as the President's principal foreign policy advisor. The Department's mission is to advance U.S. national security interests, combat terrorism, protect U.S. interests abroad, & implement foreign policy initiatives that enhance the safety, strength, & prosperity of Americans.
The Bureau of International Narcotics & Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, & instability abroad. INL helps countries deliver justice & fairness by strengthening their police, courts, & corrections systems. These efforts reduce the amount of crime & illegal drugs reaching U.S. shores.
The INL Office of Western Hemisphere Programs (WHP) supports U.S. efforts to combat foreign terrorist organizations (FTOs) & criminal gangs in Haiti. WHP provides technical advisory, lethal assistance, tactical equipment & training to help the Haitian National Police (HNP) to identify, dismantle, & investigate FTOs & gangs. INL/WHP also assists the Government of Haiti in police professionalization, strengthening criminal deterrence to hold criminals accountable, counter-narcotics & firearms trafficking investigations, & corrections initiatives.
POSITION DESCRIPTION
USGI is seeking a Leahy Vetting Advisor to conduct vetting at the post level, in accordance with the Leahy Vetting Laws, ensuring proper coordination with the Political, Economic, Consular, Diplomatic Security & INL Sections as required. The Advisor conducts vetting of law enforcement & security force candidates for training & other foreign assistance benefits, searching classified records up to Top Secret-level as well as unclassified electronic records, to assess the information found, & recommend a course of action with respect to derogatory information on individuals &/or units implicated in gross violation of human rights (GVHR) & non-GVHR cases. The Advisor coordinates with the Bureau of Western Hemisphere Affairs (WHA) Vetting Advisors & Office of Foreign Assistance Oversight (FAO) Vetter's on vetting results.

REPORTING AND RELATIONSHIPS
The contractor will report to his/her contracting company & will receive directions from the CO, Contracting Officer's Representative (COR), &/or Government Technical Monitor (GTM). The Advisor shall receive directions from Embassy Port au Prince as well as the WHA Office of Caribbean Affairs (WHA/CAR), & shall maintain open, timely, & effective communications, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions. The Advisor is a part of the Embassy Port-au-Prince's Leahy vetting operation but physically located in Washington, D.C. at the Department of State. The Advisor is embedded with the WHA Office of Caribbean Affairs (CAR) with a primary job function of Leahy vetting for Post. The Advisor reports to & receives daily assignments from Embassy Port au Prince.
LEVEL OF EFFORT
Hours for the position will be the standard hours of the Department of State: 8:15 am to 5:00 pm, unless the on-site supervisor approves another time.
TELEWORK
If applicable, telework is authorized only with prior INL Office Director, Contracting Officer, & Contracting Officer's Representative approval, in accordance with Department of State & INL policies.
SUPPLEMENTAL HOURS
Supplemental hours for this position are authorized in accordance with the award & shall not exceed the designated ceiling.
POSITION LOCATION
This physical work location is in WHA, specifically WHA/CAR office located at HST - 2201 C Street NW, Washington, DC 20037.
GOVERNMENT FURNISHED EQUIPMENT
DOS will provide office space, computers, phone, & other required equipment & supplies necessary to complete all job requirements. DOS will own & maintain all government furnished property.
CLEARANCE REQUIREMENT
A Top-Secret security clearance with eligibility for access to sensitive, compartmented information (SCI) is required for this position. However, the contractor may begin work with an interim Top Secret while they await their full TS security clearance, & their workload shall match that of their clearance level. Prior to requesting SCI, a full Top Secret is required.
TRAVEL
Travel is authorized for this position in accordance with the award & shall not exceed the designated ceiling.
TRAINING
This BPA Call provides for mandatory training for DOS-specific equipment, systems, & processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly & in accordance with Department policy. This training does not require INL Contracting Officer (CO) approval.
Travel-related mandatory training (e.g., FACT CT420, FACT CT650 Training) may be required at the discretion of the on-site supervisor & Regional Security Officer (RSO) at the OCONUS location traveling to & needs INL Contracting Officer approval.
TPCs are strongly encouraged to take orientation training to best integrate with INL & effectively contribute to the mission. Depending on their role they should attend either INL SOAR (Staff Orientation & Readiness) or PREP (Pre-deployment program) training. SOAR is for TPCs whose position is primarily to work with INL staff in support of INL programs & projects. PREP is for TPCs whose position is primarily to work with host government or foreign counterparts to train or advise them, or to support other TPCs in that work. TPCs are encouraged to take other INL-delivered training, & State-specific training through FSI in coordination with the program office, & with CO approval.

DUTIES & RESPONSIBILITIES
- Conducts USG human rights vetting of military & police personnel receiving U.S. assistance, including training & other benefits in Haiti, & the Western Hemisphere, as necessary
- Provides subject matter expertise in vetting procedures for Embassy Port au Prince. Provides relevant recommendations & analysis to senior officials on vetting & human rights cases
- Attends working level interagency meetings to review difficult cases & recommends actions regarding derogatory information found. Raises problematic issues to senior levels as necessary. Consults with other offices in the State Department on the Leahy legislation & its amendments
- Supports the process to review & amend Post vetting procedures & updates standard operation procedures to ensure more efficient processes
- Coordinates clearances with appropriate sections at Post involved in the vetting process
- Coordinates with all relevant sections of Post to ensure timely & effective responses to all vetting requests for security forces in Haiti
- Reviews incoming vetting requests & conducts all required checks on those unit(s) or individual(s) to receive U.S. assistance within timeframes established by Post leadership. When derogatory information surfaces, verify information through appropriate channels to make a final recommendation on such unit(s) or individual(s) within required timeframes
- Follows U.S. law & regulations, advises regarding "remediation" efforts at Post to clear previously problematic units, if appropriate
- Annually reviews the 'suspended' cases to ensure they receive continued follow up toward approval or rejection, if appropriate
MINIMUM QUALIFICATIONS
- U.S. Citizen
- A bachelor's degree from an accredited institution
- Minimum of two (2) years' work experience in international affairs, human rights, or another relevant field
- Demonstrated proficiency in Microsoft Office Suite & in conducting internet research
- Excellent oral communication & writing skills to include drafting of action & info memos, congressional testimony, press guidance & congressional & general correspondence
PREFERRED QUALIFICATIONS
- Basic French &/or Haitian Creole language reading ability
- Active Top-Secret Clearance
- Demonstrated understanding of judicial &/or police training activities, & U.S. laws & regulations governing such activity
- Demonstrated understanding of the human rights situation in the countries of the Western Hemisphere
- Demonstrated strong analytical skills
- Demonstrated ability to work independently & proactively
