Description: Seeking an experienced requirements specialist to advise and assist a client in the US Intelligence Community. On this multi-year project, the analyst will have the opportunity to demonstrate intellectual agility by providing comprehensive support to acquisitions that will support the client in optimizing delivery of specialized projects in support of their mission. This project features the opportunity to interact with a wide range of key stakeholders, including those at senior levels. Duties/Responsibilities
- Work closely with customers to understand their needs, and provide consultative services to ensure well-defined scope of work is compliant with contract guidelines and regulations.
- Provide comprehensive acquisition and task order support services to customers, providing expert guidance and assistance in in-depth analysis, reviewing, refining, and managing task orders and acquisition requirements under the existing contract(s).
- Work with mission partners to review, draft, edit and finalize mission partner's requirements for new and current IT support services
- Collaborate with internal stakeholders, account management teams, service delivery teams, and functional teams, to ensure seamless execution of task orders small, mid and large contract(s) and all acquisition requirements are met.
- Work with internal stakeholders to define and document major requirements and submit in Salesforce
- Coordinate and collaborate with customers and mission partners to understand their requirements through ongoing gathering meetings, and develop task orders and acquisition requirements that meet their needs.
- Guide customers through the workflow template development and acquisition process, ensuring that the resulting task orders and Statement of work (SOWs) are compliant with the contract(s) guidelines and regulations.
- Create Government Cost Estimates (GCE), to facilitate acquisition actions for all mid and large scopes of work packets.
- Oversee task orders/SOWs are comptete and compliant by including all required elements, such as a detailed scope of work, technical evaluations, deliverables, and schedules, and obtaining necessary signatures through vetting process.
- Prepare requirements for review and acceptance by internal review boards.
- Work collaboratively across teams to determine funding needs
- Establish and maintain working relationship with customers, partners, and other stakeholders to identify emerging requirements and opportunites
- Provide ad hoc administrative and communications support to leadership as needs arise.
Required Qualifications:
- U.S. Citizenship
- Requires an active TS/SCI security clearance w/ Poly
- Bachelor's Degree, preferably in a technical or business related field
- Minimum of 5 years of professional experience with project or program management, contracts, or requirements writing
- Strong ability to organize, write, and edit technical and non-technical materials to appeal to specific and varied audiences
- Strong critical thinking skills and ability to think strategically
- Experience using a shared drive, such as SharePoint and Confluence.
- Experience interacting with customers at all levels and in different offices throughout the organization.
- Excellent organizational skills and superb attention to detail.
- Ability to exercise tact, diplomacy, excellent judgment, personal integrity, and absolute discretion.
- Ability to work independently and effectively with personnel at all levels in a team environment.
- Ability to develop plans and solutions to resolve problems and issues.

Physical Requirements
- Ability to work full-time (40 hours/week) at the customer site while sitting at a desk and working on a computer
- Ability to be in the office during core hours of 9am-3pm
- Routine video conference and/or in-person meetings
- Ability to attend planned meetings within the Washington Metro Area region
