Job Description

Duties

  • Provides extensive staff advice and guidance on human resources planning and management issues, policies, and practices for joint forces world-wide.
  • Advise the headquarters and supported units on career management and functional responsibilities in accordance with applicable regulatory, administrative, and procedural requirements.
  • Serves as key member of the commands resource planning teams that consider budget, manpower, personnel, and mission aspects of management, and resource issues such as downsizing, realignments, and reorganizations.
  • Monitor current SOF operations, providing the commands senior leadership with critical HR situational awareness.
  • Supervise activities of the directorate, determining the scope and objectives of assignments, resources required resolving problems, and developing policies.
  • Assist the commander with strategy assessments to address strategic direction spanning force employment, force development, and force design.

  • This position has a TDY or business travel requirement of 25% of the time to various CONUS and OCONUS locations.
  • This position has been identified as being a Key Position under the provisions of AR 690- 11, Prior to occupying the position, Civilians must be exempted from recall to active duty because of Reserve or retired military obligations.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent may be required to report to work or remain at work as scheduled to support mission operations.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • May be subject to one year probationary period unless previously completed.
  • May be subject to one year supervisory probationary period unless previously completed.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes providing management advisory services to organizations which have military & civilian human resources (HR) functions; briefing and communicating orally/in writing to higher Echelons and subordinates; providing guidance to cover the full spectrum of human resources management issues to include areas such as hiring and succession planning, talent management, and leader development; and performing supervisory duties such as planning work assignments, developing internal policies, evaluating work of subordinates, and counseling employees.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone, no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
