Job Description

Duties

  • Designs and conducts comprehensive research and analysis studies related to military and civilians in the areas of manpower, personnel, awards, commercial activities studies (A-76), and/or special projects.
  • Develops detailed plans (many without precedent and long-range) and directs or conducts comprehensive management studies to identify problems and propose solutions to improve productivity and efficiency.
  • Gathers data and prepares reports/briefings.
  • Serves as the organizational Security Manager. Implements DOD, USAF, and MAJCOM policies and develops local procedures. Interprets, formulates, and implements regulatory guidance for classification management and safeguarding requirements.
  • Prepares and presents written reports and/or oral briefings.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions .

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is specialized experience includes organizing and leading study teams to plan and execute complex, multi-faceted projects; researching, analyzing, and applying policies and regulations to resolve operational issues; tracking program goals and resource utilization using database tools and visual productivity indicators; and collaborating effectively with stakeholders and customers using tact and diplomacy to meet mission requirements.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

- Ability to plan and execute complex, multi-faceted projects simultaneously and communicate orally and in writing.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of all aspects of the principles, policies, concepts, methodology, operations, products, services, needs, and goals of the program(s) and the organizations studied or served.
  • Ability to work independently on difficult issues, recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
  • Ability to research, analyze, interpret and apply policies, rules, regulations, and procedures.
  • Knowledge of priorities, commitments, policies, and program goals of the organization and skill in tracking progress in meeting program objectives and the effective utilization of resources.
  • Ability to plan and execute complex, multi-faceted projects simultaneously and communicate orally and in writing.
  • Ability to use a personal computer to create and update databases and create quality productivity indicators and graphic presentations.
  • Ability to meet and deal with customers using a high degree of tact and diplomacy and maintain good working relationships.
  • Ability to organize and lead special study teams.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
