Job Description

Duties

  • Advises senior SOF leadership on force development and design plans to secure organizational approval for emerging strategic capabilities.
  • Supports organizational analyses of operational approaches and emerging technologies to evaluate the feasibility and suitability of proposed policy adjustments.
  • Identifies operational risks and critical decision points by conducting strategic wargaming and performance evaluations.
  • Generates proposals for new programs, policies, and analytical studies by executing wargaming, experimentation, and training exercises.
  • Implements force development methodologies and analytical research to evaluate alternative programs and improve overall personnel employment.
  • Performs programmatic resource analyses to support executive decision-making on complex organizational issues.
  • Advises high-level managers on the advantages of different experimentation methods to guide the selection of optimal analytical approaches.
  • Prepares wargaming reports and executive-level oral briefings to deliver technical findings to civilian and military decision-makers.
  • Drafts background information papers and strategic correspondence to inform executive engagement discussions regarding defense policy and resourcing.
  • Coordinates methodology and assessment plans with external sponsors and partners to inform strategic decision-making by high-level officials.
  • Monitors contracted projects and study plans to ensure vendor deliverables align with broader organizational requirements.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes 1) analyzing operational concepts and emerging technologies to identify strategic risks and support executive decision-making; AND 2) evaluating alternative programs and programmatic resources to develop analytical studies and improve organizational capabilities; AND 3) delivering executive-level oral briefings and analytical reports to inform high-level managers on proposed strategic adjustments; AND 4) coordinating project assessment plans and contractor activities to ensure complex organizational requirements meet established deadlines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
