ASRC Federal is seeking a Portfolio Solution Architect (PSA) for Defense and Intelligence (D&I) Market support and drive our business development and capture activities. The Defense & Intelligence Portfolio Solutions Architect (PSA) is a senior technical and strategic leader responsible for designing, integrating, and delivering scalable solutions across a portfolio of Defense and Intelligence programs and opportunities. This role ensures consistency, interoperability, and alignment of technical solutions across the portfolio while supporting customer mission outcomes, organizational growth objectives, and enterprise architecture standards. The PSA applies knowledge of D&I missions, secure and classified environments, digital modernization, data and AI, cloud, cybersecurity, and mission systems to develop innovative, compliant, and cost-effective solutions. The PSA collaborates closely with customers, program leadership, capture teams, engineering organizations, strategic partners, and subject matter experts to develop differentiated solutions aligned with mission priorities and long-term growth objectives. The D&I operating group (OG) serves several Federal customers including but not limited to Department of War, Defense Information Systems Agency (DISA), Missile Defense Agency (MDA), National Guard Bureau (NGB), Department of Energy (DOE), and National Geospatial-Intelligence Agency (NGA)

Responsibilities:

The successful candidate will be primarily providing direct support to several concurrent business development opportunities by performing a multitude of tasks, including:

Portfolio Solution Leadership
  • Lead the design and integration of solutions across a portfolio of Defense and Intelligence programs, projects, and strategic pursuits.
  • Develop reusable D&I reference architectures and solution patterns for digital modernization, cloud, data/AI, cybersecurity, application modernization, and citizen-facing services.
  • Identify common technical and mission challenges across D&I customers and translate them into portfolio-level capabilities and investments.
  • Develop portfolio-level technology roadmaps, modernization strategies, and solution frameworks.
  • Assess and recommend emerging technologies, architectures, and capabilities to improve mission effectiveness and operational efficiency.
Customer Engagement & Capture Leadership
  • Engage with D&I customers, program managers, and stakeholders to anticipate customer mission needs and shape future solutions understand mission priorities, challenges, and future requirements.
  • Support business development, capture, and proposal efforts by shaping technical strategies and solution approaches.
  • Collaborate with portfolio leadership to identify growth opportunities, technology investments, and innovation initiatives.
  • Participate in strategic planning activities to ensure portfolio alignment with customer and organizational goals.
  • Provide technical guidance during solution reviews, technical exchanges, and customer briefings.
  • Translate emerging federal policy, technology trends, and agency mission priorities into actionable portfolio solution strategies and customer engagement opportunities.
Solution Architecture & Development
  • Architect end-to-end solutions integrating mission systems, applications, infrastructure, cloud and edge computing, cybersecurity, networks, data, AI/ML, and digital engineering capabilities.
  • Design solutions for secure and classified environments with appropriate consideration for resiliency, interoperability, mission assurance, and cybersecurity.
  • Conduct architecture assessments, technology trade studies, technical risk assessments, and solution optimization activities.
  • Develop and maintain solution artifacts including architecture diagrams, implementation plans, technical roadmaps, and integration strategies.
  • Promote interoperability, scalability, resiliency, and maintainability across portfolio solutions.
Proposal & Pursuit Execution
  • Lead technical solution development for federal opportunities and proposals within the portfolio.
  • Collaborate with capture managers, pricing teams, SMEs, and proposal staff to develop compliant and compelling technical responses.
  • Develop and contribute to technical volumes, executive summaries, solution narratives, staffing approaches, transition strategies, and oral presentations.
  • Define technical discriminators, win themes, and value propositions aligned to customer evaluation criteria.
  • Support proposal reviews, solution validation, and technical risk mitigation activities.
Leadership, Collaboration & Mentorship
  • Provide technical leadership and mentorship to solution architects, engineers, and project teams across the portfolio.
  • Foster collaboration across programs, business units, operations teams, and enterprise architecture organizations.
  • Support the development of reusable solution assets, standards, and best practices.
  • Lead architecture reviews, technical workshops, and knowledge-sharing initiatives.
  • Drive continuous improvement and innovation within the portfolio.


Requirements
  • Bachelor's degree in Engineering, Computer Science, Information Technology, or related field with 10+ years of relevant experience (or equivalent combination of education and experience).
  • 3+ years of experience working as a Solution Architect leading solutions for federal government opportunities and proposals.
  • Demonstrated experience designing, building, integrating, and testing complex systems, including translating mission and technical requirements into integrated architectures and validating end-to-end system performance, interoperability, and compliance.
  • Strong understanding of Defense/Intelligence mission environments, federal acquisition processes, cybersecurity, and technical compliance requirements
  • Experience supporting capture, proposal, and business development activities.
  • Strong communication, collaboration, leadership, and stakeholder engagement skills.
  • Ability to lead cross-functional teams in dynamic, fast-paced environments.
  • Must have an active U.S. Secret Security clearance.

Preferred Skills & Certifications
  • Experience architecting Defense and Intelligence mission solutions, including secure/classified environments, mission systems, C2, multi-domain operations, and resilient enterprise architectures.
  • Experience with AI/ML and Generative AI, data platforms and analytics, cloud/edge computing, digital engineering/MBSE, advanced networking, and application modernization.
  • Experience with cybersecurity, Zero Trust, DevSecOps, cross-domain/interoperability solutions, identity and access management, and secure-by-design architectures.
  • Knowledge of applicable DoD/IC architecture, security, and compliance frameworks, including DoDAF, NIST, RMF, CMMC, and related classified-environment requirements.
  • Relevant certifications such as AWS/Azure Solutions Architect, CISSP, INCOSE CSEP, TOGAF, or PMP.
  • Active TS security clearance (TS/SCI) preferred
