Job Description

Primary: Proposal Lead / Author - Secondary: Deputy Program Manager:

We have an immediate career-growth opportunity for a collaborative and highly skilled Proposal Volume Lead / Author. The Proposal Lead will join our program engineering team in Denver, CO, supporting a high priority 24x7 operational system. The Proposal Volume Lead / Author is responsible for leading and authoring assigned proposal volumes to ensure compliant, compelling, and timely submissions. This role manages content development end-to-end, coordinating contributors and ensuring technical, management, and contractual requirements are clearly addressed. Secondary duties for the Proposal Lead would be

Duties and Responsibilities:

Drive the bid submission process from initial request for proposal (RFP) release to final delivery.
Create compliance matrices, master development schedules, and outline packages.
Lead kickoff meetings, daily stand-ups, and milestone reviews.
Collaborate with pricing, technical leads, and subject matter experts (SMEs) to write and edit persuasive proposal sections.

Responsible to act for and on behalf of the Program and Program Manager to management, customers, employees, and associates.
Maintain close communication with the Program Manager, team leads, customers, corporate leadership, and associate contractors.
Assist in providing programmatic and strategic direction to the Program staff.
Work with Program Manager to insure proper integration of all technical and administrative functions.
Assist with contract management, ensuring program execution to the program SOW.
Assist with managing and tracking program manpower, budgets, and schedules.
Assist in establishing and supporting program subcontracts. Responsible to manage subcontract performance.
Act in a capture management role for all Task Orders, Engineering Change Proposals, and other contract actions.
Assist in developing and presenting customer and corporate Program Reviews.
Assist in making sure all customer "taskers" are completed in a timely fashion.
Assist in the development of and updates to the program IMP and IMS.
Work with the Program Manager to ensure all program milestones are achieved.

Qualifications:

10 years experience in engineering supervisory experience.
Program Leadership certified level 5 or above.
Proficient in financial management including earned value.
Qualification as a Six Sigma Specialist.
Extensive program management, leadership, and customer relations skills.
Detailed understanding of all program mission areas.
Familiarity with O&M programs and the predecessor contracts to Tech OPS IV.
Excellent technical writing and presentation skills
Must communicate effectively at all levels with excellent verbal and written skills
Must be a US Citizen with current/active TS/SCI with polygraph.

Required Skills:

Minimum of 10 years' related experience in Cybersecurity, Systems or Software Engineering, for the government or government contractor, if other than IC position.
Experience developing Security Authorization Requirements, performing vulnerability assessments, and implementing threat mitigation updates on embedded systems and products.
Experience configuring and hardening COTS components with STIGs.
Continuous Monitoring and Network monitoring experience.
Experience with product development including architecture, requirements, design, integration and testing.
Experience with compliance implementation of security requirements (i.e. Risk Management Framework and other A&A processes).
Experience participating in technical reviews with both external and internal customers.
Coordinate with ISSO/ISSM to update POA&M and reflect open vulnerabilities associated with servers and workstations, develop remediation plans to include milestone completion dates and status updates, and include mitigation process for closed vulnerabilities.
Participate in Configuration Control Board (CCB) and scheduling activities.

Desired Skills:
Program Leadership certified level 5 or above.
Must be able to function well in a real-time multi-tasking environment.
Must work well in a team environment and promote team oriented approaches to problem solving
Must be able to maximize leadership and minimize direction.
Must be able to deftly perform both administrative and technical functions.
Must be familiar with and supports Six Sigma performance improvement initiatives.

Required Education (including Major):

Bachelor’s Degree in Engineering, or related Science, Technology, Engineering, Mathematics (STEM) degree program in addition to 10 years’ of related experience.
