Qualifications
The Program Manager serves as the key personnel responsible for leading, integrating, and overseeing all technical security support services delivered under the Department of Energy (DOE) Office of Science (SC) Security Support Services contract. This role provides coordinated executive direction, ensures seamless operational performance across multiple DOE organizations, and maintains full compliance with DOE Safeguards and Security (S&S) directives, federal regulations, and mission requirements.
Position Responsibilities:
• Lead and manage all contract activities in alignment with DOE directives and best practices.
• Supervise and coordinate a diverse security support team.
• Serve as primary interface with DOE federal staff, M&O contractors, and site partners.
• Provide annual PPBE budget inputs and support OMB/Congressional briefing materials.
• Maintain the Quality Control Plan and ensure full PWS compliance.
• Oversee security program support including metrics, analytics, policy reviews, and HSPD-12 UPIV implementation.
• Direct personnel vetting support activities including e-APP processing, reinvestigation tracking, and adjudicative support.
• Oversee classification, CUI, OPSEC, CMPC, IOSC, COMSEC, and TEMPEST support functions.
Required Skills and Experience:
• Bachelor's degree in related field.
• Five or more years managing federal or DOE programs.
• Demonstrated experience leading multidisciplinary teams in a federal contracting environment.
• Experience developing and managing budgets, quality control programs, and performance metrics.
• Exceptional communication, stakeholder engagement, and organizational leadership skills.
Desired Skills and Experience:
• Knowledge of DOE directives, federal personnel vetting regulations, classification programs, and S&S program requirements.
• Prior DOE experience, especially within SC, OSS, OREM, or national laboratory environments.
• Experience supporting HSPD‑12, Personnel Security, Classification, or OPSEC programs.
• Completion of DOE NTC courses relevant to personnel vetting, classification, and S&S program management.
• Experience supporting or leading DOE S&S surveys, assessments, or policy development working groups.

• U.S. Citizen
• Active Top Secret or DOE Q-level clearance
