Job Description

Duties

The purpose of this position is to provide staff assistance, guidance, and direction on ANG personnel, administration, training, recruiting, retention, incentives, and budgetary matters to the Director of Staff-Air (DOSA), the Adjutant General, the Assistant Adjutant General (Air), state ANG staff, and state ANG units. Develops and ensures compliance with state-level military personnel programs, publications, policies, and procedures. Develops and executes the State Force Management Plan based on the Unit Manning Document. Serves as the assistant to the DOSA and ensures continuity of operations in their absence. Leads and executes statewide personnel management initiatives aligned with A1 Transformations and modernization efforts. Performs other duties as assigned.

  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must hold a 38F AFSC.
Qualifications

Military Grades: O-3 - O-5

1. Specialized experience will be used to determine qualifications for the announced position.

2. An applicant's RESUME must provide, in detail, how they meet each specialized experience listed below. Resume must be two pages or less.

You will be immediately disqualified if you fail to include specialized experience in your resume.

Must have Specialized Experience in each of the following :
Must have at least one year of specialized experience at the GS-11 level or the equivalent in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement.

Specialized knowledge of all applicable merit principles and practices related to federal civilian, military, and National Guard technician personnel programs.

Expertise in managing Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include, strategic sourcing.

Experience in writing, designing, formatting, publishing, or presenting military or civilian briefings for senior leadership, conferences, workshops, or special committee reporting.

Experience in performing total-force personnel program requirements to accomplish labor union negotiations and agreements; skilled in completing accession planning and processing; classification and position management; civilian and military promotions; analyzing human resources personnel systems reports; skilled in directing position utilization; awards and recognition; evaluations, and performance management.

Education

Substitution of Education for Specialized Experience - Experiences that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level.

Per ARNG-HRH Policy Memorandum #10-39, mandatory Full Time Staff (FTS) training is required within a year of hire as a condition of employment in vacancy announcements for both Technician and Active Guard Reserve positions. Failure of new FTS personnel to complete NGB prescribed courses at PEC within the first year of employment may be cause for reassignment to other full-time positions or termination of their employment.
11. Current COANG Technicians and AGRs hired for a position in which an MCR is required will remain in their current status unless/until the MCR is approved. In the event the MCR is not approved, they are accepting the position in their current status.
