JOB SUMMARY

This Unit Chief (UC) position serves by nomination of the FBI Director and approval by the DOJ Designated Agency Ethics Official (DAEO), as the FBI's Deputy Designated Agency Ethics Official (DDAEO). The Unit Chief acts under the authority of the Department of Justice's Designated Agency Ethics Official (DAEO) and exercises the responsibilities of the DAEO/ADAEO described in 5 C.F.R. § 2638.104, tailored to the DDAEO position. The incumbent leads the day-to-day operation of the FBI's ethics and integrity programs, supervising the Ethics and Integrity Unit (EIU) and serves as the FBI's senior official accountable for implementing the executive branch ethics program at the Federal Bureau of Investigation.

KEY REQUIREMENTS

  • Must be able to obtain a Top Secret clearance
  • Must take and pass the Senior Leader Leadership Skills Assessment (SL LSA) prior to onboarding.

MAJOR DUTIES
  • Serve as Deputy Designated Agency Ethics Official
  • Performs the responsibilities of a DAEO/ ADAEO under 5 C.F.R. § 2638.104, and the corresponding duties set out in DOJ Order 1000 (Ethics).
  • Directs the daily activities of the FBI's ethics program (under Subsection 104(c)) that the DAEO or ADAEO may exercise through other ethics officials.
  • Approves the designation of additional ethics officials under 5 C.F.R. § 2638.104(e).
  • Coordinates with the DOJ Departmental Ethics Office (DEO) and OGE.

BASIC REQUIREMENT All applicants must possess a law degree from a law school accredited by the American Bar Association and be an active member of the bar (anu US jurisdiction).

Positive Education Requirement

This position has a specific education requirement; all applicants must verify completion of this basic educational requirement by submitting a copy of their college transcripts by the closing date of the vacancy announcement.

Specialized Experience (SE)

GS-15: Applicant must possess at least one (1) year of SE equivalent to the GS- 14 grade level. SE is defined as follows:
  • Experience in analytical and evaluative methods/techniques for assessing program development for executing and improving organizational effectiveness and efficiency.
  • Experience providing advice on a variety of ethics and standards of conduct issues including, but not limited to gifts, conflicts of interest, political activities, teaching speaking-writing activities, travel, outside employment, employee involvement misuse of position, ethics training requirements, financial disclosure reporting, and misuse of government time and property
  • Experience in the substantive nature of agency programs and activities, missions, policies/objectives, management principles/processes.
  • Provide expert legal and policy advice and audience to the highest level of management on ethics and standards of conduct issues.

Education

All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:

Further Evaluation of Qualified Candidates: Senior Leader Leadership Skills Assessment (SL LSA)

All candidates considered for an interview will be invited to complete the Senior Leader Leadership Skills Assessment (SL LSA). The assessment consists of the following components:
  • Leadership Skills Assessment (LSA)

  • The SL LSA standardizes the requirements and application process for all candidates, improves transparency and feedback about the selection process. The program is based on the FBI Leadership Competency Model.

    The LSA is a standardized assessment which evaluates and measure leadership behavioral abilities and skills, ensuring leaders in all job categories meet the FBI's standards of proficiency in management and leadership. The LSA takes place via the telephone and simulates a "day-in-the-life" of a front-line leader or senior leader, with a candidate assuming a management role during the evaluation. Candidates will be presented with scenarios that require them, as the manager, to make crucial leadership decisions. Candidate will be scored on how they handle these situations and embody the FBI's Leadership Competencies. A passing LSA score allows you to continue towards becoming ready to apply to leadership positions in the FBI.

    There are no specific study guides for the LSA and the behaviors assessed are not something that one can memorize. The LSA scenarios were designed to account for the various background of candidates while assessing the management or leadership competencies within a familiar environment. In the SL LSA, candidates are assessed based on how they demonstrated the 12 of the 15 FBI Leadership Competencies during all of the scenarios. The best approach to take the SL LSA is to use study time wisely, relax, and be oneself during the interactions.

    ADDITIONAL INFORMATION
    • The FBI is in the Executive Branch of the federal government. It is one of the components of the Department of Justice (DOJ). The FBI is the principle investigative arm of the DOJ. All FBI positions are in the excepted service.

    • The selectee will be required to serve a one-year probationary period for initial assignment to a supervisory position.
    • Required Leadership Training: All FBI supervisors promoted after January 2022 are required to attend and complete the Training Division's Supervisor Essentials Program within 365 days from initial assignment into a supervisory position. Supervisors will need to complete both the "Mentoring and Coaching" and "Performance Appraisals" courses as part of the Supervisor Essentials program. The Supervisor Essentials course is a pre-requisite for the new Leading People (Virtual) and face-to-face version (VLP) that will be offered beginning the 2nd Quarter of 2022.
    • If you are selected, you will be required to serve a two-year probationary period. Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded. Probationary Employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI.
