Responsibilities
Essential Job Duties:
- Oversee s the management of comprehensive facilities maintenance and repair program.
- Participates in the development and administration of project goals, objectives , and procedures.
- Analyzes problems, identifies solutions, projects consequences of proposed actions , and implement recommendations in support of goals.
- Develops and implements an ongoing preventative maintenance program for buildings and facilities.
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends appropriate service and staffing levels.
- Plans, dire cts, coord inates, and reviews the work plans for assigned staff; assigns w ork activities , p roj ect s, an d programs; reviews and evaluates work products, methods , and procedure s; me ets wit h staff to identify and resolve prob l ems.
- Manages the e x e cut ion of the department's annual budget; forecasts for funds needed for staffing , eq u ipme nt , materials , and supplies; monitors and approve e x pend i tures ; impleme n t s a djustment s .
- P r epares a nd presents l ong range plans and forecasts for space , operationa l, ma i ntenan ce a nd equi pment and program requ i rements; assists in the preparation , coordina tion an d co nt r ol of the capita l improvement budget for the facilities program.
- Serves as the Deputy Contract Manager for the entire program, to include financial management, project planning, contract modification , coordination with the Contract Officer on matters related to the overall Project.

Key Responsibilities:
- Accountable to the Contract Manager for accomplishing all functions and tasks required to perform duties stated herein.
- Timely, accurate, cost-effective performance of duties
- Safety of all Chugach and subcontracted personnel at jobsite.
- Clear communication with other employees, subordinates, subcontractors and customer s.
- Working closely and harmoniously with other employees, subordinates, subcontractors and the customer
- Working independently without continuous supervision.
- Knowledge of project closeout procedures, preventive maintenance, construction, and repair terminology and processes.
- Ability to learn and gain experience with federal government procurement specifications and standards.
- Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
- Demonstrated familiarity with Air Force Civil Engineering (CE) guidance, policies, rules, regulations, and established procedures applicable to facility operations, maintenance, construction, and infrastructure management.
Job Requirements
Mandatory:
- Bachelor's degree in E ngineering, Architecture or Business Management.
- Minimum of 10 years' experience with DOD Civil Engineering facilities, m aintenance, repair, and operations and
- Two (2) years' experience directly managing/supervising withing an Operations function.
- E xperience using Microsoft Office applications.
- Obtain and maintain a Secret Security clearance for duration of contract .
- Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
- Current valid state issued driver's license with acceptable driving record.
- Ability to successfully pass any background checks and/or drug testing required on the contract.

Working Conditions:
- Work is performed indoors and outdoors.
- Outdoor work is subject to temperature extremes and inclement weather conditions.
- Work hours are subject to change, with work after normal duty-hours as required .
- Subject to hazards that may cause personal bodily harm; diseases, cuts, bruises, burns, common colds, influenza, dust odors and elevated noise levels.
- Tasks may be performed on uneven, inclined, hard and soft-carpeted floors, cement structures and surfaces.
