Job Description

Duties

  • Provides orientation briefings to operational units on collective training management procedures, such as Mission Essential Task List (METL) development and use of the Combined Arms Training Strategies (CATS).
  • Serves as an advisor to the PO Training Development Division (TDD) Chief, PO Proponent Deputy Director, and the PO Proponent Director on the collection and analyses of training programs.
  • Reviews and prepares responses to Combined, Joint, Multi-Service, Army and ARSOF training literature products and programs.
  • Maintains a program for systematic staffing and review of and training programs from USAT2COM centers and schools, USSOCOM and other Joint commands to ensure synchronization with current PO collective training.
  • Analyzes Combined, Joint, Multi-Service, Army and ARSOF training literature programs and coordinates with USAT2COM centers and schools, USSOCOM and other Joint commands to ensure collective training synchronization with current training.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role at the assigned proficiency level.
  • May be required to observe field training conducted in all types of weather and in daylight and darkness. Some training sites may have unimproved conditions. Work may necessitate incumbent to wear clothes appropriate for field training.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes 1) Analyzing operational requirements, identifying critical collective tasks, and leading the development, validation, and integration of Combined Arms Training Strategies (CATS), Mission Essential Task Lists (METLs), Training Support Packages (TSPs), Warrior Training Support Packages (WTSPs), and other Army training products to ensure alignment with doctrine, force structure, and mission requirements, 2) Conducted comprehensive mission, needs, and collective task analyses by evaluating Combined, Joint, Multi-Service, Army, and Army Special Operations Forces doctrine, lessons learned, operational reports, and organizational changes, 3) Managed enterprise-level staffing, review, and integration processes for collective training and doctrine products by leading working groups, facilitating Critical Collective Task Selection Boards and In-Process Reviews, and 4) Represented the Psychological Operations Proponent as the primary liaison and advisor at conferences, doctrine forums, and operational engagements by briefing senior leaders, mentoring training developers, collaborating with Active and Reserve Component units, and evaluating training applications during exercises to improve collective readiness and mission effectiveness.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
