Job Description

Duties

  • Performs cargo stowage planning, overseeing/monitoring for the stowing and loading, planning and discharge of cargo including hazardous cargo aboard vessels; and terminal operations in direct support of loading or discharge operations.
  • Provides factual information, interprets technical transportation rules, regulations and contracts which affect the cost and efficiency of the traffic management programs of the battalion.
  • Plans and coordinates cargo loading and discharge by attending meetings and reviewing stow/discharge plans, vessel layout, cargo details, equipment, and incoming transport information.
  • Prepare plans to meet changes in workload, work priorities and deadlines. Develops Terminal Operations Standard Operating Procedures (SOPs) and reviews them annually for relevance.
  • During operations, detects any unsafe practices or other deficiencies found in loading or stowage and advises on ways to correct and expedite activities.
  • Resolves problems that may arise between government and contractor and works with all parties to include the contracting officer to resolve.
  • Acts as liaison between the vessels, military and civilian federal agencies, local authorities, the contractor workforce, and the staff.
  • Coordinates with and provides advice to Army Reserve Units training or operating at military or commercial terminals within the Battalion Area of Responsibility (AOR).

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires the employee to obtain and retain a Secret Security Clearance.
  • Work occasionally requires travel away from the normal duty station for training or conferences. Work could require up to 25% of time traveling to various locations.
  • This position is designated Key. In the event of a crisis situation, incumbent must continue to perform Key duties until relieved by proper authority. The incumbent, or the designated alternate, may be required to take part in readiness exercises.
  • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. Incumbent will be screened from military recall status.
  • May be required to perform extended work days/weeks to conform to military schedules. Incumbent is subject to all at all times to meet emergency situations.
  • Position requires a valid US driver license.
  • If appointed as a Contract Officer Representative (COR), employee is required to (at a minimum) complete the following on-line courses: CLC222, CLC106, and CLM003.
  • CORs must also obtain 40 hours of continuous training ever 2 years, which can be obtained through the Federal Acquisition Institute and the Defense Acquisition University.
  • This position may require the submission of a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with Department of Defense Directive 5500-7-R, Joint Ethics Regulation.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
  • This is a Term position scheduled to last 13 months. A term position may be extended to a maximum of six years depending upon the needs of management.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes 1) Assisting with the planning and coordination of cargo transportation, including loading, stowing, and discharging operations for various types of cargo; 2) Applying transportation regulations, policies, and procedures to support the movement of cargo through sea and land terminals; 3) Monitoring contractor performance and providing technical advice to ensure regulatory and contractual compliance; and 4) Coordinate with agencies, carriers, and stakeholders to resolve transportation issues and manage shipment logistics. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
