Job Description

Duties

  • Provides customer service to commercial and military shippers on technical transportation requirements, booking processes, and Integrated Book System (IBS) requirements.
  • Answers telephone and message queries relating to the movement of DOD cargo transiting the AOR (Area of Responsibility) and responds to all inquiries on cargo status.
  • Processes all required cargo documents such as manifests, cargo traffic messages, cargo outturn messages, receipt documents, and cargo outturn and shipment discrepancy reports, and maintains related records and files.
  • Reviews cargo outturn reports and shipment discrepancy reports to assess carrier's liability for losses/damages and recommends appropriate claim action.
  • Monitors and reports on import/export cargo time in terminal and identifies problems associated with aged cargo and implements corrective actions.
  • Serves on the Astray Freight Committee to locate and resolve astray freight shipments within the AOR (Area of Responsibility).

  • Position requires the employee to obtain and retain a Secret Security Clearance.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible of the position.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • TDY travel may Occasionally be required - 25%.
  • The incumbent of this position must be capable of deploying to foreign and domestic ports with short notice. It is expected that deployment could occur as frequently as four times per year lasting between 7 to 21 days.
  • Special circumstances could require longer, or more frequent deployments. During deployment the employee may be required to work extended hours under austere field conditions and may work with hazardous cargo, to include ammunition.
  • Position requires travel and participation in meetings, conferences, and training classes and to conduct assistance visits at other terminals and supported commands.
  • Inclement Weather Essential - In the event of severe weather conditions, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
  • Employee must be able to obtain and maintain a valid State driver's license.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Assisting with the planning and coordination of cargo transportation, including loading, stowing, and discharging operations for various types of cargo; 2) Applying transportation regulations, policies, and procedures to support the movement of cargo through sea and land terminals; 3) Monitoring contractor performance and providing technical advice to ensure regulatory and contractual compliance; and 4) Coordinate with agencies, carriers, and stakeholders to resolve transportation issues and manage shipment logistics. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education : Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
