Job Description

Behind every well-run IT portfolio is someone who knows where every dollar is, where it is going, and what it will take to keep the mission funded. The Red Gate Group is seeking a Senior Financial Analyst to support a major Intelligence Community customer's CIO organization, combining program management authority with hands-on budget and acquisition analysis to keep programs planned, funded, and delivering.

You will carry real program authority. That means supervising and coordinating the planning, organizing, controlling, integrating, and completion of projects, managing program issues across personnel, funds, and delivery of contractual items, and evaluating complex program requirements while providing guidance, decisive resolutions, and expert advice. You will enforce work standards, develop schedules, review work discrepancies, and communicate policies, help ensure staffing, facilities, and equipment are adequate for successful delivery, and perform enterprise-wide horizontal integration planning across interfacing functional systems. You will also support functional leads in developing work statements, requirement documents, program schedules, and standard operating procedures.

The other half of the seat is the money. You will work with stakeholders to generate and complete Acquisition Package Requests, including planning, developing, and maintaining spend plans with all supporting budget charts, financial status briefings, schedules, and progress reports. You will support every formal budget review cycle, tracking budgets, financial activities, and project status across fiscal years, authorizations, appropriations, and expenditures. You will gather and analyze program data in financial tools and systems, perform budget and cost analyses that relate planned budgets to potential fiscal year changes, project future budgets and answer budget drills to keep milestones on track, and conduct market research, surveys, and cost analysis so acquisitions stay within budgeted amounts on behalf of the government. Throughout, you will provide the analysis, monitoring, cost control, and procurement support that keeps individual and aligned programs healthy, and prepare leadership for program and budget reviews with materials that hold up in the room. You Have
  • 8+ years of program financial management, budget analysis, or program management experience, including recent experience within the last 2 years. This experience requirement is firm and cannot be met through education or certifications.
  • Master's degree in a related field, or one of the following in its place: an Associate's degree in a related field and 4 additional years of relevant experience, a Bachelor's degree in a related field and 2 additional years of relevant experience, or 6 additional years of relevant experience. The additional years used in place of the degree are on top of the 8 year experience requirement above, not counted within it.
  • Experience in requirements definition, work planning, budget control, and communication methods and procedures.
  • Experience supporting acquisition packages and spend plans, including budget charts, financial status briefings, schedules, and progress reports.
  • Experience supporting formal budget review cycles, tracking budgets across fiscal years, authorizations, appropriations, and expenditures.
  • Experience performing budget and cost analysis, budget projections, and market research or cost analysis in support of government acquisitions.
  • Knowledge of commonly used contracting methods and contract types.
  • Experience gathering, maintaining, and analyzing program data in financial tools and systems.
  • Active TS/SCI clearance.
