Job Description

Duties

As a HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 5), GS-0201-11, you will serve as the State primary point of contact and subject-matter expert (SME) for the Army National Guard (ARNG) Select Reserve Incentive Policy (SRIP), Army Medical Detachment Incentives Policy (AMEDD), Student and Chaplain Loan Repayment Program (SLRP, CLRP), and Blended Retirement System-Continuation Pay (BRS-CP), for Officer, Warrant Officer, and Enlisted personnel.

Major Duties - This is NOT an all-inclusive list:
  • Monitors contracts within the ARNG Incentive Management System for compliance with provisions and changes.
  • Advises senior leaders of incentive programs and responsibilities to include actionable items.
  • Works directly with the State Education Services Officer to ensure proper integration of LRP.
  • Works closely with management in resolving controversial issues; research, prepares, and defends actions taken relative to changes in incentive contracts and programs.
  • Reviews regular and special reports from the Incentive Management System and Unit Assessment Visits (UAV) throughout the year to ensure compliance with policies and analyze trends.
  • Provides State leadership with program compliance metrics through system generated reports.
  • Uses State data to action required items with cross reference to National Guard Bureau's provided reports.
  • Provides State-level training to incentive stakeholders at the lower levels (Brigade, Battalion, etc.) to ensure timely processing of all necessary actions regarding incentive contracts and programs.
  • Reviews and enforces the ARNG policies pertaining to incentive contracts and programs.
  • Reviews, evaluates, and processes the most complex incentive contracts and payments, ensuring eligibility to applicable policy guidelines are adhered to.
  • Reviews and submits final exception to policy (ETP) packets that meet applicable policy to NGB, completing any additional actions as necessary.
  • Analyzes quality control queries, payroll data reconciliations, and rejects data entries from reports providing corrections as necessary to ensure data integrity.

  • May be required to successfully complete a trial period.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel NGB-J1
  • Participation in direct deposit is mandatory.

Qualifications

AREAS OF CONSIDERATION: The areas of consideration for this position, Title 5 Excepted Service, will be in the following manner and sequence:
  • The FIRST area of consideration for this position will be candidates who match through the Priority Placement Program (PPP).
  • The SECOND area of consideration will be all excepted permanent and indefinite temporary technicians within the ILNG.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

SPECIALIZED EXPERIENCE : GS-11 Level MUST possess at least 1-year equivalent to the next lower grade of GS-9: experience with administrative work which involves the exercise of analytical ability, judgment, discretion, and personal responsibility; knowledge of administering, delivering, and advising on military human resource policy; knowledge in military human resources and military departments; experience with incentive programs: skill in reviewing and managing contracts accurately to ensure compliance with relevant regulations.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If you are using Education to qualify for this position, for a GS-11 you MUST possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
