COLLECTION MANAGEMENT AND DISSEMINATION (CM&D) SUPPORT
Location: Ft. Meade, MD | Type: Full-Time | Clearance: Active TS/SCI
Position Description:
The Collection Manager (CM&D) shall perform first review and editing of Intelligence Information Reports (IIR), averaging four to six pages long, and provide IIR Feedback and Instructional Assessments to the CI teams. Apply intelligence collection systems and capabilities to inform intelligence consumers of collection developments and relevancy through a range of products. Collaborates across the IC to understand customer intelligence needs and gaps to optimize developing and validating collection requirements for the customer. Evaluates the efficiency and effectiveness of multi-INT collection against requirements; and the execution of collection plans and strategies to generate reliable and valid intelligence to customers. Assesses the value of collected intelligence versus the customers’ need(s) and decision making. Uses statistical, algorithmic, mining and visualization techniques to find and interpret ISR data sources. Manage large amounts of data, ensure data consistency, produce visualizations and develop models to report findings. Assists in developing methods and criteria to evaluate whether collection requirements been satisfied, using Measures of Effectiveness (MOEs), Measures of Performance (MOPs), responses to collection plans and strategies, and others, and produces feedback of findings. Identifies collection gaps, related trends and opportunities; assesses collection options, tests assumptions, and produces judgments, recommendations and solutions to refine collection. Produces analyses identifying gaps in collections methods, and models future intelligence collection scenarios for Collection Strategists, Intelligence Planners, and Collection Enterprise Architects. Demonstrates proficiency conducting statistics and using statistical packages such as, but not limited to, Matlab, SPSS, SAS, S-PLUS, or R. Graduate of an in-residence DoD / IC collection management course
• Analysis provided by the contractor shall be focused on decreasing the vulnerability of US Army equities from CT and CI threats to its personnel, equipment, facilities, and future technologies.
• The contractor shall assess intelligence from reporting; disseminate evaluations back to the reporting elements to apprise them of the quality and value of the reporting and coordinate with analytical elements to identify information gaps and under-reported requirements.
• The contractor shall maintain reporting statistics and assess past collection to assist commanders in determining the impact of their operations and shaping future collection.
• The contractor shall assess source placement, access, value, control, reliability, and credibility based on historical reporting and CM&D related tasking from ACIC
• The contractor shall provide tailored collection plans based on DoD and Army collection requirements as well as priority intelligence requirements.
• The contractor shall facilitate operational CI successes by providing feedback on productivity through advanced statistical analyses:
• The contractor shall analyze the ability of the CM process to provide dissemination, particularly via the IIR.
• The contractor shall provide quality assurance and quality control, IAW with unit SOPs and other DoD Regulations, of outgoing IIRs.
• The contractor shall develop recommendations for evaluation processes by coordinating with the Group Intelligence Oversight Officer (IO) and foreign disclosure compliance while ensuring source de-confliction.
• The contractor shall conduct an active outreach to consumer organizations to promulgate capabilities, in turn generating positive functional feedback.
• The progress and results of IIR production and consumer feedback shall be tracked and maintained in databases:
• Forwarding of Unclassified, Controlled Unclassified and FOUO Information: The contractor shall provide, in electronic format utilizing various MS and Adobe software products, Unclassified, Controlled Unclassified Information (CUI), and For Official Use Only (FOUO) information to CI agents and Army Security Managers for the CI and Security Manager’s portal entrance and related pages.
• The contractor shall provide daily maintenance to the forward-facing public pages, available to all Army personnel to include Soldiers, Civilians, Family members and contractors. Maintenance is to include ensuring all links and information is available and correct.
• The Content Management System is a software solution provided to the Army and is resident on an Army server. The contractor shall utilize the Content Management System and be responsible for integrating changes from both the TARP and DCS G2 Security Program Managers, so that the portal and associated materials are usable by CI agents and security managers around the globe.
• The contractor shall coordinate between the TARP PMs and the client’s technical staff (i.e., meetings, conferences, etc.) and manage and maintain the information technology (IT) infrastructure in accordance AR 25-1 and client directed policies and procedures for this website.
• The contractor shall produce training materials IAW TRADOC doctrine to instruct agents and security managers in ATKP functionality and proper use of their respective portals.
• At the conclusion of every training event the contractor shall produce a report detailing the results of the event, to include incorporating lessons learned and best practices for future TTPs
Required Training:
Must be a graduate of any of the following Military Department Intelligence Certifying Courses:
• Army (Officer) – Military Intelligence Captains Career Course or Service Equivalent. Additional Skill Identifiers in an intelligence field are desired.
• Army (Warrant) – 350F Course or Service Equivalent. Completion of Warrant Officer Intermediate Level Education and/or Additional Skill Identifiers in an intelligence field are desired.
• Army (Enlisted) – 35F Course or Service Equivalent. Completion of Senior Leaders Course and/or Additional Skill Identifiers in an intelligence field are desired
Required Education/Experience:
• High School Diploma with 12 years of relevant experience with at least a portion of the experience within the last 2 years OR
• Associate’s degree with 10 years of relevant experience with at least a portion of the experience within the last 2 years OR
• Bachelor’s Degree with 8 years of relevant experience with at least a portion of the experience within the last 2 years OR
• Master’s degree with 6 years of relevant experience with at least a portion of the experience within the last 2 years.
Salary Range: $105,000 – $110,000 annually. Actual compensation will be determined based on experience, qualifications, security clearance status, certifications, and contract requirements.
