Duties
As a PROGRAM ANALYST at the GS-0343-12/13 some of your typical work assignments may include:
- Perform Developmental Program and Acquisition Planning: Assist in planning, developing, and executing current and future acquisition program requirements under developmental supervision; support Integrated Product Teams (IPTs) and draft strategic resource plans, acquisition streamlining proposals, and life-cycle program management processes.
- Assist with Budget Formulation and Financial Management: Formulate detailed developmental program plans, cost projections, and budget estimates; assist in preparing agency program documents, including Program Objectives Memoranda (POM), Budget Estimate Submissions, Congressional budget justifications, and financial exhibits in accordance with DoD budgeting processes.
- Draft Procurement and Technical Requirements: Conduct market research, cost estimates, and analyses of alternatives to assist in translating mission-oriented training requirements into formal procurement packages, including drafting Statements of Work (SOW), Performance Work Standards (PWS), and Quality Assurance Surveillance Plans (QASP).
- Administer Accountable Property and Inventory Operations: Assist in serving as an accountable property holder and technical advisor for the management, tracking, proper storage, and disposal of physical property and training equipment worth over $9M across the department.
- Support Contract Monitoring and COR Responsibilities: Perform developmental Contracting Officer's Representative (COR) duties to monitor contract performance, track expenditures and contractor burn rates, evaluate deliverables, and document performance using the Contractor Performance Assessment Reporting System (CPARS).
- Maintain Administrative and Program Compliance: Assist in ensuring department compliance with DTRA and DNWS standards for budget execution, contract administrative oversight, records management, security protocols, foreign disclosure, and travel coordination (DTS).

- Applying advanced analytical and evaluative methods to assess and optimize long-range acquisition program planning
- Analyzing complex contract performance metrics to establish robust programmatic management controls and mitigate operational risk
- Conducting comprehensive financial analysis to evaluate resource allocation and optimize budget execution
- Utilizing advanced management principles to evaluate and streamline accountable property operations
- Leading multi-disciplinary teams to consult with senior stakeholders and communicate strategic analytical findings.
