Job Description

Duties

  • Provide domestic transportation and business liaison support to commercial industry and DoD shippers.
  • Provide transportation functional guidance in the development of special studies designed to streamline or modernize the movement of domestic freight.
  • Respond to inquiries from Transportation Service Providers (TSP) and DOD Transportation Officers/traffic managers on a variety of domestic freight traffic management problems.
  • Support domestic freight programs/operations with efficient and effective recommendations of freight costs/charges IAW governing DOD policies and Federal regulations.
  • Evaluate the needs of Command customers in order to develop programs and specific solutions to meet customers needs.
  • Provide strategic analyses and recommendations of plans, arrangements and operations of all commodities of freight transported by multiple surface modes within CONUS.
  • Meet with DoD customers and commercial service providers through conferences, workshops and ad hoc meetings to address operations/systemic issues.
  • Provide technical guidance, training and recommendations to other specialists.
  • Provide domestic freight systems transportation and traffic management functional expertise.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • May be required to work evenings/nights; rotating shifts, extended hours, weekends, holidays or other nonstandard duty hours.
  • Business travel is up to 10% of the time.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • This is a Term position scheduled to last 13 months. A term position may be extended to a maximum of six years depending upon the needs of management.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level or equivalent pay system in the Federal Service which includes experience in the following areas: 1) Experience coordinating with transportation organizations to support surface transportation and logistics support services. 2) Experience providing transportation support on inquiries with customers and commercial service providers. 3) Experience interpreting transportation regulations and policies to provide advice and recommendations to customers, coworkers, and leaders/manager. 4) Experience developing transportation procedures, policies, and regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-- no substitution of education for experience is permitted .

  • Position may be filled as a Term Appointment NTE 13 months. Extensions may be possible in accordance with guidance on the job announcement.
  • Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
