NC3 Program Analyst
Location: Pentagon
Clearance: TS/SCI

The NC3 Program Analyst will support to the Deputy Assistant Secretary of War for Strategic, Space, and Intelligence Portfolio Management (DASW(SSIPM)) Nuclear Command, Control, and Communication (NC3) directorate. The candidate shall provide technical leadership evaluating and integrating indications and warning and situation monitoring for programs for NC3, and support technical efforts and liaison with program sponsors and DoW NC3 program leadership. Assist in ensuring timely execution of tasks and the quality of technical products through the application of best engineering practices; apply understanding of the capabilities and limitations of current NC3 Integrated Tactical Warning and Attack Assessment capabilities; provide support for the integration of investment portfolios, critical development paths, and mission analysis across the NC3 domain; ensure?NC3 indications and warning and situation monitoring capabilities are structured to include both traditional and emerging threats; assist in monitoring all DoD Nuclear Threat Monitoring research and engineering investments; prepare senior leaders for engagements across the department in the form of briefing books, read-ahead memos, and daily interaction's with key stakeholders; and communicate clearly and concisely to distill a wide variety of information for senior leaders.

Required:
- Master's degree in Computer Science, Electrical Engineering, or a related field
- 8+ years of experience on tasks associated with Indications and Warning, NC3 Integrated Tactical Warning and Attack Assessment, Ballistic Missile Defense, DoW Space or Ground Based Sensor Systems
- 5+ years experience with DoW acquisition process (PPBE, DoDI 5000.02)
- Experience conducting technical and programmatic analysis of DoW Nuclear Command, Control, and Communications (NC3) systems and programs
- Knowledge of NC3 mission, concept of operations, roles and relationships across DoW
- Experience with capability portfolio management
- Ability to synthesize information into papers, briefings, and presentations for senior DoW leaders
- Experience writing for and presenting to senior DoW decision makers; demonstrated organizational, analytical, and writing skills
- Active TS/SCI clearance
- Able to work fully onsite based on client needs
Desired:
- PMP Certification or DAWIA Program Management Certification
- PhD in Computer Science, Electrical Engineering, or a related field
- Experience working with OSW, Joint Staff, and/or Service-level staffs
