What You'll be Owning
As the Low-Band subject matter and technical expert, you will serve as the principal SIGINT SME in the development, integration and testing of Intelligence, Surveillance, Reconnaissance and Targeting (ISR&T) platforms and ground infrastructure systems supporting airborne surveillance, search, detection, localization, classification, attack, and communications in support of the Navy's manned and unmanned airborne ISR&T programs. You will serve as the authority responsible for supporting the management, integration, and application of SIGINT capabilities that enable critical ISR&T decisions for National, Theater and Fleet Commanders. On-Site at Naval Air Station Patuxent River, MD.
You will play a pivotal role in advancing the U.S. Navy's Maritime Patrol and Reconnaissance Program Office (PMA-290) , by providing critical signals intelligence (SIGINT) subject matter expertise for Low-Band support and serve as the technical expert to both manned and unmanned Intelligence, Surveillance, Reconnaissance and Targeting (ISR&T) platforms and classified networks/systems along with applicable ground and support stations.
As the Low-Band Subject Matter Expert (SME), you will provide engineering services to facilitate rapid technology transfers, deep understanding of front-end collection capabilities and limitations, and provide expertise related to fields of SIGINT, signals analysis, radio frequency (RF), beyond line of sight (BLoS)/line of sight internet protocol (IP) networks, military radio communications, software development and avionics/structural integration. You will pioneer engagements with National/Military Department Intelligence Community (IC) agencies/organizations to ensure Fleet deliverables pace the threat and meet emerging SIGINT collection requirements. Furthermore, you will provide insight to Concept of Operations (CONOPS) development, trade-study research, system architecture development to enable platform employment at all levels of warfare.

- SIGINT Leadership: Lead the development and execution of the program's SIGINT strategy, ensuring collection capabilities align with mission objectives and evolving operational requirements.
- Program SIGINT Management: Oversee all program SIGINT and Low-Band efforts, providing leadership, prioritization, and management of SIGINT support to manned and unmanned U.S. Navy ISR&T platforms and classified network/systems for PMA-290.
- SIGINT Integration Leadership: Engage with National and Military Intelligence Community agencies and organizations to ensure PMA-290 SIGINT Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) deliverables pace the threat and meet emerging collection requirements.
- Advanced Engineering: Provide engineering services to facilitate rapid technology transfers of emerging technologies to pace evolving SIGINT threats.
- Technical SIGINT Acumen: Provide a deep understanding of front-end collection capabilities, limitations and knowledge of tools used for advanced signals analysis processing of Technical SIGINT for dissemination to national and tactical customers.
- Practical SIGINT Relevance: Serve as the expertise related to the fields of SIGINT, Signal Analysis, Radio Frequency (RF), Beyond Line of Sight/Line of Sight internet protocol (IP) networks, military radio communications, software development, and avionics/structural integration.
- SIGINT Development: Support system development activities, to include technical reviews, participation in Fleet exercises, support demonstrations and prototyping efforts, and attend Factory Acceptance Testing (FAT) at commercial vendor facilities.
- Service-life SIGINT Integration: Partner with program personnel to span the full scope of research, design, development, testing, integration, and logistics disciplines to accommodate technology refresh of SIGINT sensor suites, air vehicle developmental integration & test.
- NAVAIR SIGINT Assessment & Integration: Support NAVAIR ISR&T product lines to include Common SIGINT Chassis (High-Band and Low-Band), sub-system components, and the Minotaur Family of Services (MFoS).
- Multi-Organization SIGINT Efforts: Provide support to legacy and next-generation manned ISR&T aircraft, Mobile Quick Look (MQL) P-8 Ground Support Systems (PGS), Remote Quick Look (RQL) Ground Support System, CLASSIC REACH networking, Global Signals Analysis Laboratory (GSAL) Signals Analysis Tools, shared Military SIGINT development and Navy Tactical Exploitation of National Capabilities (TENCAP).
- Technical Leadership & Mentorship: Provide technical guidance and mentorship to SIGINT engineers and analysts, promoting best practices in analytics, machine learning, and scientific rigor.
- Executive Communications: Develop technical reports, white papers, executive briefings, and presentations that effectively communicate findings, program status, risks, and recommendations to Government Sponsors, Flag and General Officers, SES leaders, and other senior stakeholders.

What You Must Have
- Active Top Secret//Sensitive Compartmented Information (TS//SCI) security clearance
- Current CI Polygraph
- Minimum of ten ( 10) years of professional experience in tactical SIGINT operations
- Minimum of five (5) years of experience supporting Low-Band systems
- Minimum of three ( 3) years of experience leading SIGINT initiatives or managing teams supporting mission-critical programs
- Experience with MCS-21 systems and employment of Signal Descriptor Files (SDFs)
- Demonstrated experience with Navy tactical ISR systems, ability to install, test & troubleshoot special mission systems
- Knowledge and capability in planning and coordinating technical reporting requirements
- Proficient in the following software packages

- Microsoft PowerPoint
What Would be Nice to Have
- Bachelor's or Master's degree in related field from accredited institution
- Minimum of fifteen ( 15) years of professional experience in tactical SIGINT operations
- Minimum of ten (10) years of experience supporting Low-Band systems
- Minimum of five ( 5) years of experience leading SIGINT initiatives or managing teams supporting mission-critical programs
- Experience with modification and employment of Signal Descriptor Files (SDFs) in Low-Band systems
- Experience with airborne ISR&T programs
- Previously Qualified operator on Navy airborne ISR&T Platforms (EP-3E, MQ-4C, P-8A)
- Previously qualified as a Weapons and Tactics Instructor (Information Warfare or SIGINT specialization)
- Ability to provide training for fielded systems
- Familiarity with National and Tactical SIGINT systems commonality, interoperability, modernization and integration of U.S. Navy airborne collection systems with the United States Signals Intelligence System (USSS) to include:
- Standard Architectures
- Tactical SIGINT Data Format/Enterprise Microformats (TSDF/EMF)
- Joint Interface Control Document (JICD) standards
- Efforts to adopt and integrate Enterprise Capabilities
- New SIGINT capability research and development
- TechSIGINT Revitalization Gaps and Integration
- Integration of interoperable solutions across Tactical SIGINT community
- Integration of Collection Management functions, development and refinement of integrated mission management tools
- Familiarity with National Security Agency (NSA) Warfighter Integration Program (WIP) Tactical Investment Portfolio (TIP) to facilitate the implementation and/or development of SIGINT ISR&T solutions to meet National/Tactical customer requirements and capability gaps
- Prior military service or direct support to Combatant Commands (CCMDs)
- Proficient in Microsoft Project
