Job Description

Duties

  • Implements and ensures compliance with plans, policies, guidance, procedures, standards, infrastructures, and/or architectures that establish the framework for the management of all IT programs in the organization.
  • Participates in the organization's IT capital planning and budget formulation process by defining, coordinating, and relaying customer hardware, software, and services requirements.
  • Provides periodic updates to the Team Leader, IM and SD Management, TACOM ILSC Leadership, and higher headquarters, and other agencies regarding business process initiatives.
  • Serves as an Information Technology procurement specialist and Contracting Officer's Representative (COR) for the ILSC to procure commercial information technology hardware, software, and services.
  • Responsible for developing acquisition requirements and strategy to include Statements of Work (SOW) and/or Performance Work Statements (PWS) and soliciting market research from Army mandatory IT sources.
  • Implements, coordinates and/or maintains programs, policies, and procedures to protect the integrity and confidentiality of systems, networks, and data in an organization.
  • Consults with customers to refine functional requirements and translate functional requirements into technical specifications.
  • Provides technical guidance and direction for analysis, evaluation, planning, coordination, and development of data, information, policies, regulations, procedures and requirements for assigned programs.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: Your resume must reflect one year of specialized experience which includes:1) Providing advice and guidance on a wide range and variety of IT issues including IT procurement and acquisition methodologies; 2) Giving direction for the analysis, coordination, planning and/or implementation of technologies; 3) Developing multi-year IT strategic plans and budgets to ensure efficiency and 4) Serving as a Contracting Officer's Representative (COR) for the procurement of commercial IT hardware, software, and services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

In addition to the specialized experience listed above, this position also has an Individual Occupational Requirement (IOR) which also must be met. Your experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(7) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

(9) Technical Competence - Uses knowledge that is acquired through formal training or on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
