Specialized Experience : One year of specialized experience which includes 1) Appling analytical techniques and military planning processes to develop, coordinate, and execute operational and contingency plans; 2) Analyzing future operational requirements and strategic Courses of Action to successfully address command-level mission objectives; 3) Prepare and brief complex planning documents, such as Concepts of Operations, Operation Orders, and Planning Orders; and 4) Collaborating with multiple echelons and joint organizations to integrate strategic plans, synchronize efforts, and resolve complex operational conflicts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Education

- Serves as the primary action officer for deliberate and crisis action planning, which includes developing Concepts of Operations, Planning Orders, Operations Orders, and Execution Orders.
- Continually assesses assigned programs to identify policy shortfalls and changing requirements. Evaluates operating procedures, administrative controls, and report systems to improve work processes.
- Executes major projects and analytical reviews designed to resolve problems in support of partners by analyzing new or proposed regulations to determine their impact and modifying policies, goals, or objectives accordingly.
- Investigates problem areas that are impeding the mission, analyzes the issues, and recommends definitive corrective or preventive actions.
- Independently designs and implement foundational processes and new enterprise-level planning frameworks to shape the organization's future posture and mission execution.
- Creates long-range models to quantify emerging transportation, mobility, and deployment requirements to project strategic readiness.
- Prepares a variety of written products, including Point Papers, talking points, and various orders such as PLANORDs, WARNORDs, and EXORDs.
- Prepares and briefs leadership on key products, such as Mission Analysis, Course of Action development, and Decision Briefs to support future operations.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- TDY travel is occasionally required - 25%.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
