In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 , or equivalent in other pay systems. Examples of specialized experience include: directs program segments that perform technical, administrative, protective, investigative, or professional work, covering major metropolitan areas, States, or small regions of several States; providing complex administrative or technical or professional services directly affecting a large or complex multi-mission organization; plans, organizes, and oversees the activities of an organizations Administrative Support Staff; develops goals and objectives that integrate organization and directorate mission objectives; establishes, revises or reviews policies, procedures, mission objectives, and organization design for the staff; exercises supervisory personnel management responsibilities; directs, coordinates, and oversees work of subordinate employees.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of staff operations management concepts, principles, and methodologies, military doctrine, leadership, organizational constructs and total force integration efforts, as well as DoD, AF, ANG, AFRC, Major Commands and other organizational missions.
2. Broad knowledge of laws, National Security policies/agenda, military directives and instructions, safety and security requirements, and security requirements, and general operating policies, requirements and procedures.
3. Ability to plan organize, and direct the functions and monitor, motivate, and appraise staff on organization through subordinate. Experience in planning, organizing and directing diverse operational staff and functions of a certain major command organization on behalf of the ACC/A4.
4. Ability to communicate both orally and in writing, effectively with a delivery that is authoritative with strategic and technical accuracy. Extensive public relations experience in dealing with a broad range of senior level military and civilian officials, congressional staff, and visiting dignitaries.
5. Broad and extensive knowledge of MACJOM level staffing, administrative, and business operations.
6. Knowledge of staff operations functions in order to develop and implement innovative approaches and solutions to staff operations issues and to provide definitive input on how proposed changes would be detrimental or would enhance the mission and objectives of ACC. Knowledge of a wide range of qualitative and quantitative methods for assessing and directing directorate plans and programs. A bachelor's or higher degree in business administration or management is desirable.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Plans, organizes, and oversees the activities of the HQ ACC/A4's Directorate Administrative Support Staff (DASS). Develops goals and objectives that integrate organization and directorate mission objectives. Establishes, revises or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission requirements and accomplishment, promote team building, implement quality improvement, or in response to concerns with regulatory compliance and/or customer requirements.
- Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work of subordinate employees. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
- Represents HQ ACC/A4 to a large variety of external and internal organizations. Establishes, develops, and maintains effective working relationships with subject matter experts assigned to HQ ACC Directorates, ACC NAFs, ACC Wings, other MAJCOMs, HQ USAF, sister services, and other DOD organizations in matters relating to HQ ACC/A4's goals and objectives.
- Directs and tasks the appropriate Division or Branch to gather information required to make decisions relation to directorate operations management. Provides strategic guidance and oversight on the development and execution of HQ ACC/A4 missions, programs and requirements.
