Job Description

POSITION DESCRIPTION:
Snowcreek Consulting is seeking a skilled Policy Analyst to provide subject matter expertise in
policy development, review, and coordination within the Office of the DoD CIO for Information
Enterprise (IE) and Special Access Program Information Technology (SAP IT). This position
supports the Policy Management and Development Task under the DCIO (IE & SAP IT) program
and contributes to the creation and maintenance of enterprise-level directives, instructions,
manuals, and memos critical to national security programs.

PRIMARY RESPONSIBILITIES:

• Policy Development & Maintenance
o Develop and maintain IE and SAP-IT policy documents, including directives, instructions,
manuals, and memoranda.
o Provide subject matter research, interpretation guidance, and recommendations related to
SAP IT policies and governance.
o Coordinate updates and ensure compliance with higher-level DoD guidance and enterprise
strategies.
• Tasking & Document Review
o Review incoming taskings for policy accuracy, consistency, and alignment with DoD-level
and SAP IT policy standards.
o Respond to formal taskings via designated channels ensuring completeness and timely
submission.
o Maintain awareness of evolving DoD directives and integrate changes into internal policy
products.
• Working Group Support
o Support the Policy Sub-Working Group (PSWG) including:
• Coordinating meeting logistics
• Preparing agendas
• Taking detailed notes and tracking action items
• Developing briefing materials
• Facilitating stakeholder collaboration and communication
o Collaborate with stakeholders across the SAP community to build consensus and integrate
feedback.

EDUCATION: Bachelor’s degree in public policy, political science, information management, or
related field (Master’s preferred).

REQUIRED QUALIFICATIONS:
• Minimum 5 years of experience in federal policy development or related consulting.
• Deep understanding of the DoD policy environment, SAP IT governance, and information
enterprise frameworks. 1
,• Strong writing and editorial skills; able to synthesize technical material into clear policy
documents.
• Demonstrated experience supporting working groups, task forces, or collaborative federal
committees.
• Proficiency in Microsoft Office Suite (especially Word, PowerPoint, and Outlook).
• Excellent organizational skills and attention to detail.

DESIRED SKILLS AND QUALIFICATIONS:
• Knowledge of DoD writing/correspondence standards as outlined in DoDM 5110.04, “Manual
for Written Material: Correspondence Management.”
• Experience draft memorandums for senior officials, including political appointees.

CLEARANCE REQUIRED: US Citizenship required. Must hold an active DoD Top Secret security
clearance with SCI eligibility and eligibility for SAP access prior to start.
