Job Description

Duties

  • Manage the worldwide movement of government equipment and supplies, including sensitive and special project shipments.
  • Implement modifications, additions, and innovations to improve shipper services and further the traffic management mission.
  • Provide expert interpretation and application of the Defense Transportation Regulation (DTR).
  • Monitor shipper and ocean carrier performance using various analytical tools and methods.
  • Deliver technical advice on traffic management to command staff and higher headquarters.
  • Recommend solutions and formulate policies to ensure efficient and cost-effective mission accomplishment.
  • Oversee the traffic management of DOD shipments originating in and outside the continental U.S.
  • Serve as the primary liaison for all automation requirements and initiatives, including In-Transit and Asset Visibility.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Must obtain and maintain proficiency level: 1) Foundational qualification requirements; GATES training 2) ATCMD training class qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • This is a 13 Month Term position, and may be extended for up to six years total.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes: 1) Applying regulations such as the Defense Transportation Regulation (DTR) to ensure compliance for cargo in transit; 2)Analyzing complex transportation issues by reviewing contractual terms, monitoring hazardous materials (HAZMAT) compliance, and resolving logistics problems;3) Providing technical guidance to agencies or military partners on logistics plans and transportation-related matters; and 4) Utilizing automated transportation systems and databases to support traffic management programs for mission support and mobilization. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-11)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education

With DoD approval, Term appointments may be extended beyond eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.
  • Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
  • Current permanent Federal employees (to include permanent Army employees) applying for a Temporary or Term appointment will be appointed/converted into a temporary or Term appointment with no statutory return rights back to a permanent position.
