Job Description:
BryceTech is seeking a Senior Program Analyst to support the National Guard Bureau (NGB) Domestic Operations (DOMOPS) mission. This position will provide senior-level analytical, program management, and mission support expertise to assist government leadership with operational planning, program execution, readiness initiatives, and cross-functional coordination.

The Senior Program Analyst will support NGB DOMOPS activities related to Defense Support of Civil Authorities (DSCA), continuity operations, mission assurance, cyber resilience, Chemical, Biological, Radiological, Nuclear, and Explosives (CBRN/E) and Weapons of Mass Destruction (WMD) preparedness, and exercise integration. This role will analyze complex mission requirements, develop executive-level products, track program activities, and provide recommendations to improve operational effectiveness.

The ideal candidate will have extensive experience supporting military or government organizations, with demonstrated expertise in program analysis, strategic planning, operational coordination, and senior leader decision support.

Key Responsibilities
  • Provide senior-level program analysis and mission support to NGB DOMOPS leadership
  • Analyze operational requirements, mission priorities, and program objectives to support informed decision-making
  • Develop executive-level briefings, reports, dashboards, decision papers, and other leadership products
  • Support program planning, execution tracking, risk management, and performance reporting activities
  • Coordinate with government stakeholders, military organizations, federal agencies, and external partners to support mission objectives
  • Monitor program milestones, deliverables, action items, and operational requirements to ensure successful execution
  • Provide research, analysis, and recommendations related to domestic operations, DSCA, continuity, mission assurance, and emergency response activities
  • Support development, review, and maintenance of program documentation, processes, procedures, and operational products
  • Assist with strategic planning efforts, capability assessments, and mission improvement initiatives
  • Support exercise planning, execution, evaluation, and after-action reporting activities
  • Analyze operational challenges and develop recommendations to improve processes, workflows, and mission effectiveness
  • Support coordination of cross-functional teams and integration of multiple mission areas
  • Provide analytical support for readiness reporting, operational assessments, and performance metrics
  • Assist with preparation of senior leader engagements, meetings, working groups, and operational forums
  • Support continuous improvement initiatives through data analysis, process reviews, and stakeholder feedback


Qualifications
Required Qualifications
  • Active Top Secret security clearance with SCI eligibility (TS/SCI)
  • Bachelor’s degree from an accredited institution in business, management, emergency management, homeland security, national security, public administration, engineering, or related discipline
  • 10+ years of experience supporting Department of Defense, National Guard, federal, homeland security, or emergency management missions
  • 8+ years of experience performing program analysis, strategic planning, operational support, or mission management activities
  • Demonstrated experience developing executive-level briefings, reports, and decision-support materials
  • Experience coordinating across multiple government organizations, military commands, and interagency stakeholders
  • Strong analytical, organizational, and problem-solving skills
  • Ability to manage multiple competing priorities in a fast-paced operational environment
  • Strong written and verbal communication skills

Preferred Qualifications
  • Prior military experience or experience supporting senior military leadership
  • Experience supporting National Guard Bureau, U.S. Northern Command (USNORTHCOM), Joint Staff, FEMA, DHS, or similar organizations
  • Experience supporting Domestic Operations (DOMOPS), Defense Support of Civil Authorities (DSCA), continuity, or emergency management missions
  • Experience supporting 24/7 operations environments, current operations centers, or crisis response activities
  • Experience with exercise planning, operational assessments, and after-action improvement processes
  • Knowledge of DoD planning processes, mission assurance frameworks, and homeland defense operations
  • Master’s degree in a related field

  • Certified Emergency Manager (CEM)
  • Incident Command System (ICS) training
  • National Incident Management System (NIMS) training
  • Military professional education or equivalent operational planning experience
