Duties

As a FUEL DISTRIBUTION SYSTEM WORKER (WG-5413-10), you will oversee and perform operations for receiving, storing, transferring, issuing, and accounting for bulk petroleum products needed to support all training exercises/missions and the daily requirements of the Garrison Training Center (GTC). The purpose is also to provide direction to lower-level employees on how to build and operate tank farms and service stations. The organizational location of this position is within Joint Forces Headquarters, Army National Guard (ARNG) Garrison Training Center.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a two year trial period.
  • Participation in direct deposit is mandatory.
  • Irregular and/or overtime compensatory hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
Qualifications

Military Grades: ENLISTED

GENERAL EXPERIENCE :
Experience or training which demonstrates the ability to follow instructions and to safely operate the type of equipment required to accomplish the duties of the position.

SPECIALIZED EXPERIENCE :
Must have at least 18 months experience or training operating, maintaining, repairing, troubleshooting, and overhauling fuel systems and components. Experience or training initiating and controlling the movement and storage of fuel supplies by operating high pressure systems with a series of terminals connected by cross-country pipelines or multi-fuel storage and distribution facilities connected by a network of internal pipelines. Experience receiving, storing, transferring, and distributing bulk petroleum products and provides oversight to lower-graded employees. Validates documentation and fuel received from incoming shipments for proper identification of fuel and examines cargo for proper seals, safety regulations, and environment control systems. Connects grounding wire and hoses and activates pumps, valves, and gages during pumping operation. Experience taking temperature reading, determine American Petroleum Institute (API) gravity, and converts volumes of fuel at standard temperature. Ensuring gage, scale, and/or meter readings, amounts of fuel received and issued, and fuel invoices are kept on file.

This position is an indefinite appointment that may be made permanent later without competition. Employees hired under indefinite appointments may not exceed 5 years (consecutive) time with the agency. The applicant selected may be released at any time subject to a 30-day notice and advised of his/her rights and benefits to which entitled. If a permanent employee accepts this indefinite position, their tenure will change from permanent to indefinite.
