INFORMATION SECURITY SPECIALIST (Title 32)

Duties

***This is an Army National Guard dual status technician position which requires military membership***

POSITION LOCATION:
This position is located at the State's ARNG Intelligence and Security Office. This is an ARNG National Guard (ARNG) Dual Status Technician position requiring military membership. The purpose of this position is to serve as the Information Security (INFOSEC) Specialist and Industrial Security Program (ISP) Manager, responsible for managing the operations of the INFOSEC and ISP programs for the State ARNG.

MAJOR DUTIES:
As an Information Security Program Manager (ISPM) for State ARNG. Responsible for development, publication, executing/enforcing and implementation of appropriate regulation, policy, and law related to INFOSEC. Develops and maintains a state-specific INFOSEC program, conducts annual INFOSEC program reviews, evaluates INFOSEC program implementation at sites and locations throughout the state. Establishes and maintains liaisons with national level ARNG G-2 as it pertains to INFOSEC. Develops and implements an effective information security education program
throughout the State and provides initial, continuing, and refresher security education training to all site military, civilian, and contract employees. Ensure security violations, including suspected compromises or other threats to the safeguarding of classified information and the unauthorized disclosure of Controlled Unclassified Information (CUI) are reported and investigated IAW aforementioned regulation, policy, and law. Reviews, analyzes, and briefs the results of inquiries and investigations resulting from security violations to state ARNG, as well as national level ARNGG-2. Advise and represent the TAG on matters related to the classification, downgrading, declassification, and safeguarding of national security information.

Maintains, accounts for, and reports the status and compliance of all secure rooms and security containers under jurisdiction of the TAG. Develop emergency destruction plan for classified and CUI as well as safeguarding procedures for hostile areas or during natural disasters. Establish and maintain visitor control procedures for visitors who require access to classified information or areas where classified material is stored or processed. Oversees the construction and certification of secure rooms for the open storage of classified information IAW regulation, policy, and law related to INFOSEC. Monitor clearance eligibility, access, and SF-312, "Classified Information Nondisclosure Agreement (NDA)", completion, and investigation status for site personnel using the security clearance verification system of record.

Manages the INFOSEC Internal Controls Program. Executes site-wide self-inspection program. Compiles reporting data for submission to national level ARNG G-2, responsible for the completion of security data reports; receives, compiles, prepares, and submits annual reports IAW DoD and national level ARNG G-2 policy. Analyzes weaknesses identified during INFOSEC program reviews, and Department of the Army and National Guard Bureau assessments of systemic security problems in order to modify and apply recommended solutions. Oversees and participates in assessments and evaluates compliance of activities with complex security requirements, identifies deficiencies, and ensures corrective action is identified for each deficiency found. Assist and advise senior leadership in matters pertaining to the enforcement of regulations governing the access to, and the dissemination, reproduction, transmission, transportation, safeguarding, and destruction of classified or CUI information and material.

Integrates on-site contractor personnel into the site INFOSEC Program, develops an effective liaison with the state ARNG contract office, site Contracting Officers (KO), site Contracting Officer Representatives (COR), as well as national level ARNG G-2, to effectively manage classified contracts and the Industrial Security Program. Reviews and provides guidance to CORs and Program Managers in the preparation of the Contract Security Classification Specification requirements. Monitors contractor compliance with all DoD and DA regulatory security requirements. Report security violations involving cleared contractors to national level ARNG G-2and Defense Counterintelligence and Security Agency (DSCA). Ensure contractors conducting operations located on state ARNG sites and locations who require or will require access to classified and/or Controlled Unclassified Information (CUI) execute a Visitor Group Security Agreement(VGSA) and comply with host installation security requirements.

Serves as the Foreign Disclosure Officer (FDO) for the State ARNG. Responsible for development, publication, executing/enforcing, and implementation of appropriate regulation, policy, and law related to foreign disclosure. Maintains the delegation of disclosure letter (DDL) for all state partners.

• This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

• Attend the ARNG Security Manager Course within 12 months of hire.
• Obtain the Security Fundamentals Professional Certification (SFPC) within 24 months of hire.
• This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
• Must be able to obtain and maintain a top secret security clearance.
• Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
• This is an Army National Guard dual status technician position which requires military membership.
• The applicant must possess or be able to obtain the proper clearance type and level within one year of appointment.
• Must possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives.
• Must be approved to operate government motor vehicles and vehicular equipment according to Army or Air Force Vehicle Operations Directives.
• Must not have any disciplinary action (Article 15 or Court-Martial) for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions concerning Army and Air Force Professional and Unprofessional Relationships.
• Upon accepting this position, the employee may be required to serve up to a two-year probationary period.

BASIC QUALIFICATIONS:
To qualify an applicant, apply and evaluate the applicant's competencies, experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments.

The following basic qualification criteria are required to successfully meet the basic qualification factors within an applicable career level in one of the seven specified security program disciplines:
Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit; effective two-way radio or telephone communication;
Ability to write English in reports and presentation formats;
Ability to communicate -orally and in writing- clearly and effectively;
Ability to assess body language and perceive immediate risk levels; and,
Skilled in applying procedures and directives by reading and interpreting technical material.

GENERAL EXPERIENCE:
All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level.

Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two.

Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.

Applicants must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties.

SPECIALIZED EXPERIENCE :
Administers server-based networked systems, distributed applications, network storage, messaging, and application monitoring required to provision, sustain, operate and integrate cyber networked systems and applications in garrison and at deployed locations.

Core competencies include: server operating systems, database administration, web technologies, systems-related project management and supervising cyber systems.

Have expanded experiences and working knowledge on how to perform Special Security Representative duties and responsibilities in a Special Security Office.

Experienced in completing and managing the day-to-day operational duties within the Special Security Office in support of all sensitive compartmented information-associated security programs and measures.

Experienced in research and analysis reports on physical, information, computer, and personnel security.

Experienced in conducting intelligence support operations, procedures, and practices that are necessary to accomplish intelligence functions in support of programs essential to state National Guard daily operations, training, and readiness missions.

Experienced in implementing policies and procedures required to manage sensitive compartmented information programs and to protect sensitive compartmented information resources.

Competent and knowledgeable as a technical specialist on sensitive compartmented information security matters, as well as, other areas of classified security and classification guidance.

Knowledgeable on how to maintain currency on a variety of different security program inter-relationships, requirements, regulations and guidance in order to protect sensitive compartmented information facilities and materials from espionage, sabotage, and destruction.

Capable of Implementing policies and procedures for accomplishment of sensitive compartmented information protection and security.

Experienced in researching, interpreting, analyzing and applying Presidential Executive Orders, Director Central Intelligence Directives, Defense Intelligence Agency Manuals, DoD Manuals, Army Regulations and local Operating Instructions.

Experienced in managing and complying with Sensitive Compartmented Information facilities, construction and physical requirements, standards and regulations.

Experiences included implementing the Sensitive Compartmented Information security clearance program and maintaining current and completed clearances for assigned personnel.

Experienced in managing, assessing and conducting Special Security Office self-inspections and able to present detailed and comprehensive reports with follow-up work to ensure complete and quality discrepancies resolutions improve quality, timeliness, and efficiency.

Education

Must have a high school diploma or general education development (GED) diploma.
