Job Overview

The AFSO works as a liaison with CGS, LLC Corporate Industrial Security Department in all matters related to the Industrial Security Program and employees requiring Personnel Security Clearances (PCLs). The incumbent is responsible for adhering to the functions and activities of the Industrial Security Program as outlined in the National Industrial Security Program Operating Manual (NISPOM) and other customer policies, procedures, and regulations, as directed by the CGS, LLC Corporate Industrial Security Department and as applicable to awarded contracts.

Salary: $62,000.00 - $80,000.00

Responsibilities

Essential Job Duties:

Performs Industrial Security responsibilities in coordination with the CGS, LLC Corporate Industrial Security Department. These duties include, but are not limited to:
  • Serve as a first point of contact for Industrial Security related issues at the project site(s).
  • Ensure implementation and adherence to all policies, procedures, and practices outlined by the various customers such as Department of Defense (DoD), Department of Homeland Security (DHS), National Security Agency (NSA), etc. and the National Industrial Security Program Operating Manual (NISPOM).
  • Work independently based on immediate needs, or with direction from the Corporate FSO within established policies and procedures.
  • Maintain Industrial Security personnel security clearance (PCL) spreadsheets, databases, records, etc. for accountability, reconciliation and statistical purposes. Hard copy and electronic files are to be protected, i.e. limited access, locking file cabinets and password / encrypted electronic documents. Access is not permitted by other individuals unless vetted through the Corporate FSO.
  • Maintain spreadsheet of all subcontractors, by prime contract, that have been flowed down a classified subcontract with a DD254. No subcontractor PII information is to be retained.
  • Review, process and provide assistance in the use of Electronic Questionnaire for Investigation Process (e-APP) (SF 86) for processing employees for initial personnel clearances and periodic reinvestigations.
  • Conduct Facilitates Industrial Security, OPSEC, and other awareness training for all project site personnel and annual refresher briefings. This includes foreign travel briefs and debriefs.
  • Ensure the SF312, Classified Information Nondisclosure Agreement is executed by all cleared employees. Provide debriefs for terminating cleared employees, ensuring that the SF312 debrief section is executed.
  • Receive, review for accuracy, process, validate, update and perform reviews of master records of Industrial Security information.
  • Use the U.S. Government software application, currently named Defense Information System for Security (DISS) and / or any successor program, to include, but not limited to:
    • Research employee for eligibility
    • Enter new employees' sensitive data into the database
    • Review notifications (eligibility changes, incident reports, messages from the Central Adjudication Facility (CAF), etc.)
    • Generate reports (periodic reinvestigation due dates, reconciliation with corporate master spreadsheet, etc.)
    • Create or receive Visit Authorizations
  • Prepare hard copy Visit Authorizations as required and provide copies to the CGS, LLC Corporate Industrial Security Department.
  • Provide investigation assistance and report security violations and adverse information reports to the CGS, LLC Corporate Industrial Security Department. Coordinate customer r eports with the CGS, LLC Corporate Industrial Security Department. Reports to Defense Security Service (DSS) will be reported by the CGS, LLC Corporate Industrial Security Department only.
  • Coordinate with other Chugach Security Points of Contacts (SPOCs) at various contract locations regarding all Industrial Security, as established and applicable.
  • Ensure all Security Classification Guidance (SCGs) documents are obtained for all classified contracts as identified in the contract or DD254. Ensure employees are briefed on the SCGs and it is documented.
  • Process all contractor and subcontractor employees for Common Access Cards (CAC) to include working with the customer's designated Trusted Agent, as applicable.
  • Perform inspections on areas where classified documents are kept and reports on the findings, posting notices, and security violations, as applicable.
  • Perform monthly reconciliation of spreadsheets with the CGS, LLC Corporate Chugach Industrial Security Department.
  • Perform monthly reconciliation of spreadsheets with the Government system data, currently JPAS.
  • Perform / coordinate fingerprint services, hard cards submitted to the CGS, LLC Corporate Industrial Security Department for processing in conjunction with investigations.
  • Must have an understanding of the project site classified contracts and the Industrial Security requirements identified therein.
  • Perform project site Self-Inspection, to include interviewing employees, and review of all security processes to ensure compliance.
  • Assist in preparation for DSS security reviews.
  • Assist employees and visitors with access questions or issues.
  • Perform other related duties as assigned.
  • Support will be provided from the CGS, LLC Corporate Industrial Security Department, as needed, in all areas.

  • Proofreading documents for accuracy and completeness.

Job Requirements

Mandatory:
  • Must be a U.S Citizen
  • Current TOP SECRET security clearance.
  • Minimum of 2 years' experience in industrial security matters.
  • Experience processing employees for Personnel (Security) Clearances (PCL) by the use of Government-specified processes such as the e-APP.
  • Experience with U.S. Government programs such as DISS, SPOT, SWAT and APACS, as applicable.
  • Minimum of 3-5 years' general office experience.
  • Skilled in the use of Microsoft Office and Work at an intermediate level or higher.
  • Must be able to successfully pass a pre-employment background check and pre-hire drug screening.


Preferred:
  • Familiarity with Government regulations such as Federal Acquisition Regulations, DFARs, etc.
  • Documented completion of the current FSO Program Management for Possessing Facilities Course
  • Minimum of two years' first-hand experience in government contracting.
  • Knowledge of government contracting terminology and procedures.
