Clearance Requirement

This position requires an active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance to be considered.

In accordance with government contract requirements, this position is limited to U.S. citizens or lawful permanent residents. Documentation verifying citizenship or permanent resident status is required prior to employment.

Compensation & Benefits

Estimated Salary: $120,000-$125,000 annually (commensurate with experience)

Emergency Program Security Specialist

Position Summary

The Emergency Program Security Specialist supports the planning, implementation, and continuous improvement of emergency management and continuity programs for government facilities. This position provides subject matter expertise in emergency preparedness, Continuity of Operations (COOP), safety, risk assessment, and emergency response to ensure organizational resilience and compliance with federal regulations and security policies.

Required Qualifications
  • Hands-on experience supporting:
    • Emergency Management
    • Continuity of Operations (COOP)
    • Safety and Investigations Programs
  • Experience conducting risk assessments, vulnerability assessments, safety inspections, and security audits.
  • Knowledge of emergency preparedness principles, FEMA guidance, and the National Incident Management System (NIMS)/Incident Command System (ICS).
  • Experience implementing emergency management and security programs in accordance with government policies and regulations.
  • Understanding of physical security systems, including surveillance, access control, and fire/life safety requirements.
  • Ability to communicate effectively, remain composed under pressure, and make sound decisions during emergency situations.
  • Experience developing and implementing safety measures to protect personnel, facilities, and critical infrastructure.
  • Strong written, verbal, organizational, and analytical skills.

Key Responsibilities

The Emergency Program Security Specialist will:
  • Serve as the Emergency Program Security subject matter expert, providing technical guidance and interpreting government security and emergency management policies.
  • Assist with the development, maintenance, and continuous improvement of the organization's Continuity of Operations (COOP) Plan.
  • Support COOP activation exercises, functional tests, and safety evaluations at primary and alternate operating facilities.
  • Coordinate and support emergency preparedness training, tabletop exercises, drills, and full-scale exercises for personnel.
  • Assist emergency response efforts and contribute to the overall safety and security of personnel, facilities, and operations during emergency events.
  • Conduct monthly inspections, inventories, and operational testing of emergency equipment, including first aid kits, automated external defibrillators (AEDs), shelter-in-place supplies, and other emergency resources, documenting deficiencies and coordinating replacements as needed.
  • Conduct risk, hazard, and vulnerability assessments to identify potential threats and recommend mitigation strategies.
  • Support the planning, development, implementation, and documentation of emergency management activities, maintaining accurate records of training, exercises, incidents, and corrective actions.
  • Prepare after-action reports (AARs), improvement plans, and other program documentation following exercises or emergency events.
  • Ensure emergency plans, procedures, and documentation comply with applicable federal, state, and local regulations, as well as industry best practices.
  • Maintain current knowledge of laws, regulations, standards, and guidance related to emergency preparedness and continuity planning for federal facilities.
  • Provide support for special projects and additional security or emergency management initiatives as assigned.
