Delta Solutions & Strategies is seeking an Enterprise Governance Analyst - Nuclear Command, Control, and Communications (NC3) to support Headquarters Department of the Air Force senior leadership participation in NC3 governance forums and stakeholder engagements in the National Capital Region.
This position will provide dedicated analytical and preparatory support for Department of the Air Force participation in the NC3 Decision Forum and other senior-level NC3 meetings. The selected candidate will analyze draft Air Force positions, develop executive-level materials, coordinate stakeholder inputs, and ensure senior leaders are prepared to represent Air Force equities in complex technical and operational discussions.
The ideal candidate will have experience supporting NC3, nuclear command and control, strategic communications, senior-level governance, or related Department of Defense mission areas.

What you will be doing:
- Provide analytical and preparatory support for Department of the Air Force senior leader participation in the NC3 Decision Forum and other key stakeholder meetings.
- Research and analyze technical, operational, policy, and programmatic issues affecting the Air Force NC3 enterprise.
- Review draft Air Force positions and assess their technical, operational, and mission impacts.
- Develop draft read-ahead materials, talking points, executive summaries, issue papers, and senior leader briefing materials.
- Revise senior leader engagement materials based on government review and feedback.
- Coordinate and consolidate inputs from Headquarters Air Force, Major Commands, combatant commands, program offices, and other NC3 stakeholders.
- Support Air Force participation in NC3 governance forums, technical meetings, working groups, and senior leader engagements.
- Prepare meeting summary reports documenting key discussions, decisions, risks, and assigned actions.
- Maintain action item and engagement trackers and coordinate with responsible organizations to support timely completion.
- Identify unresolved issues, competing stakeholder positions, and decision points requiring senior leader attention.
- Assist with the development of agendas, consolidated briefing packages, read-ahead materials, and other forum-support products.
- Provide on-site support during NC3 governance meetings, including coordination of classified materials and meeting requirements.
- Protect and properly handle classified NC3 information and documentation.
- Perform other NC3 governance and senior leader support duties as assigned.
- Three to ten years of relevant experience in NC3, nuclear command and control, management analysis, headquarters staff support, governance analysis, program analysis, or a related mission area.
- Demonstrated knowledge of Nuclear Command, Control, and Communications missions, organizations, systems, policies, or capabilities.
- Experience supporting Department of Defense governance forums, technical working groups, or senior leader decision processes.
- Experience analyzing technical and operational issues and translating findings into executive-level products.
- Experience developing read-ahead materials, talking points, issue papers, meeting summaries, briefings, or position papers.
- Ability to collect, evaluate, consolidate, and clearly communicate inputs from multiple stakeholder organizations.
- Strong research, analytical, writing, editing, and briefing skills.
- Ability to manage competing priorities, short-notice requirements, and senior leader suspense dates.
- Ability to work independently and collaborate effectively with military, civilian, and contractor personnel.
- Working knowledge of Department of the Air Force or Department of Defense headquarters staffing and coordination processes.
- Proficiency with Microsoft Office applications, including Word, PowerPoint, Excel, Outlook, and Teams.
- Ability to work on site in the National Capital Region with access to the Pentagon and/or Joint Base Anacostia-Bolling.
- Security Clearance: Active Top Secret clearance with SCI eligibility required.
- Direct experience supporting the Department of the Air Force NC3 enterprise.
- Experience supporting AF/A10XN, Air Force Global Strike Command, USSTRATCOM, the NC3 Enterprise Center, DoD CIO, OSD, DISA, the Joint Staff, or another Service NC3 organization.
- Familiarity with the NC3 Decision Forum.
- Familiarity with NC3 governance forums and working groups, including CONLC3S, NEORAG, NC3 cyber defense, mission assurance, modernization, waveform development, or strategic-terminal forums.
- Experience analyzing NC3 resiliency, survivability, cybersecurity, electromagnetic effects, or mission assurance.
- Knowledge of Joint Requirements Oversight Council, Joint Staff, or combatant command NC3 requirements.
- Familiarity with Next Generation NC3 concepts, strategic guidance, emerging technologies, or JADC2 integration.
- Experience supporting general officers, flag officers, or Senior Executive Service leaders.
- Previous experience as a headquarters action officer, NC3 analyst, governance analyst, program analyst, or executive support analyst.
- Bachelor's degree in engineering, information systems, national security studies, political science, business, or a related field.
