Position: Analysis, Evaluation, Assessment and After-Action Reporting/Lessons Learned SME
Location: HQ USTRATCOM/J71, Offutt AFB, NE
Start Date: TBD

Primary Duties/Responsibilities
• Assist post-conference activities including generation of lessons learned and final reports.
• Support identification of event participants/players, tools, scenario triggers, data capture methods, and lessons learned.
• Provide joint exercise requirements, after action analysis, evaluation, and reporting support for each exercise or real-world event.
• Support the exercise Collection Management Strategy and Collection Management Plan process and procedures for data collection and observations.
• Provide After Action Review observer/trainer personnel to participate during exercises and other directed events.
• Observe, document, and gather observations and issues during exercises and exercise-related events. Facilitate AARs and hotwashes during, and following, the exercise or event. Analyze observations to collate into command actionable issues and produce/publish reports. Prepare validated lessons learned from past exercises or events for dissemination.
• Support briefings and written analyses for General/Flag Officers and senior civilian personnel on matters relating to lessons learned and issue resolution. Present clear, concise, and well-structured oral presentations and written correspondence.
• Vet and disseminate reports and tracking/monitoring issues for validation and resolution into the next exercise or event life cycle.
• Support the administration of the Lessons Learned Dashboard, and other applications used for collection, analysis, and presentation of observations and lessons learned for USSTRATCOM, Components, and other assigned forces. Input validated Lessons Learned into all appropriate applications in accordance with standard processes and as requested by branch and division leadership.
• Administer user accounts, events, binders, Communities of Practice, and provide support with the Command’s Joint Training and Lesson Managers to submit Observations and Issues.
• Support publication, release, and management of collected issues within JTT, the Lessons Learned Dashboard, and other appropriate applications.
• Maintain historical database of issues for trend and capability gap analysis.
• Administer dashboard platform ensuring development, operations, maintenance, training and user support. Design, code, implement, and optimize new features while integrating data sources and adhering to organizational coding standards. Monitor functionality, resolve issues, apply updates, maintain data accuracy, integrity, and security, document system changes, and provide performance reports. Develop and deliver training, provide ongoing technical support, and gather user feedback to improve usability.
Experience
• The SME shall have at least 5 years of demonstrated relevant recent experience in the tasks identified above.
• Personnel shall also possess an understanding of the requirements outlined in CJCS 3500 series Joint Training documents, SI 508-3, and SI 509-1.
