Duties

The primary purpose of this position is to serve as the ARNG Protection Specialist for functional elements and related physical and operations security policy and issues, handling of intelligence and law enforcement sensitive information, managing assigned program areas, directing studies and reviewing, revising and implementing protection policy and projects. This position is located within the Joint Force Headquarters (JFHQ) Army National Guard (ARNG) Deputy Chief of Staff for Operations (DCSOPS) G3/5/7 Section.

The work requirements include practical understanding, specialized skills, and fundamental knowledge of the following Series GS-0080 programs: security police; information security; sensitive compartmental information; special security requirements; force protection; anti-terrorism; information protection; security police training, unit deployment, and physical security. Work involves security policies, guiding principles, training requirements, and certifications. Some work in this occupation require expanded security clearances, an extensive knowledge of the laws, rules, regulations and procedures governing a distinct set of operational duties and responsibilities for performing security functions and handling weapons.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is a Title 32 Technician Vacancy that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the closing date of the job vacancy.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
Qualifications

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC):

Area of Consideration: This position is open to Area 1 and 2 Only.

Area 1: Current permanent employees of the South Carolina Army National Guard(Tenure 1 and 2)
Area 2: Current members of the South Carolina Army National Guard
Area 3: Any individual eligible for membership in the South Carolina Army National Guard

* Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1.

GENERAL EXPERIENCE REQUIREMENTS : Experience, education or training in collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material. Ability to communicate clearly and effectively orally and in writing, using presentation and report formats. Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Learned ability to assess the surrounding environment to recognize immediate risk levels. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career.

SPECIALIZED EXPERIENCE REQUIREMENTS : Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

OTHER QUALIFICATION REQUIREMENTS: Dependent on the authorized full-time position's organizational location and its required compatible manpower directed military skill assignment, applicant must have a current Single Scope Background Investigation according to Army or Air Force Personnel Security Program Management Directives; or, must possess or be able to obtain a National Agency Check, Local Agency Checks and Credit (NACLC) according to applicable DoD Instructions, Army or Air Force regulations, upon appointment.

1. The applicant must possess or be able to obtain the proper clearance type and level within one year of appointment.

2. Must possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives.

3. Must be approved to operate government motor vehicles and vehicular equipment according to Army or Air Force Vehicle Operations Directives.

4. Must not have any disciplinary action (Article 15 or Court-Martial) for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions concerning Army and Air Force Professional and Unprofessional Relationships.

5. No record of claustrophobia or claustrophobic tendencies.

6. Prior to appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, and drug test.

7. To maintain the position - The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.

CONDITIONS OF EMPLOYMENT & NOTES:

1. Must attend the ARNG Security Manager Course within 12 months of hire.

2. Must obtain the Security Professional Certification(s) within 24 months of hire.

3. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

**4. Individual must possess a minimum of a secret clearance. Depending on State's mission set, the position may be required to obtain and maintain a top secret clearance.

*5. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

6. The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.

7. This is an Army National Guard dual status technician position which requires military membership.
