Acquisition Support Analyst

Duties

• Participates in the development of acquisition plans, program goal formation, and long-range strategy for the Command. Integrates logistical systems and business applications to meet the logistical requirements of sustainment and operational plans.
• Analyzes factors and current market conditions supporting the acquisition of complex government requirements, major services contracts, and purchases.
• The incumbent initiates complex contracts and other transaction authority agreements for services.
• The incumbent understands all integrated aspects of the acquisition cycle, from basic research to production, test, and fielding. Has the ability to obtain a Government Purchase Cardholder/ordering officer to support unit purchases.
• Provides acquisition expertise necessary to accomplish all aspects of work that significantly impact and contribute to the successful accomplishment of the Command's mission and administrative policies and procedures.
• Consults with participating staff personnel assigned to other activities/organizations on controversial issues.
• Provides consulting services to Command and staff, advising on implications and results for use in assessing future actions.
• Researches sources for obtaining knowledge of new techniques developed and attended courses of instruction to become fully familiar with the techniques and the impact many new developments will have on Command organization, policy, and procedures.
• Continually furnishes advice and assistance by telephone or through correspondence. Train staff on various acquisition processes.

• The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
• This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
• As a condition of employment, the incumbent must sign an overseas rotation agreement to return from the foreign area in 5 years upon appointment or placement, unless otherwise extended or exempt.
• This position is required to obtain and maintain a US driver's license.
• This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• In accordance with AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
• E/E cont'd - In a crisis situation or wartime, the incumbent must continue to perform duties of the position to ensure success of combat operations or to support combat essential systems subsequent to mobilization or an evacuation order.
• Note: Key and Essential are not to be filled by persons with military recall status (one who is in status of a Ready Reserve, Standby Reserve or is military retiree subject to recall active duty).
• You may be required to process through the CONUS Replacement Center (CRC) in Camp Atterbury, IN prior to deployment. The CRC is the final authority for declaring an individual deployable. If you are found non-deployable this offer may be withdrawn.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.
• In accordance with USCENTCOM Individual Protection/Individual-Unit Deployment Policy, MOD-18, this position requires the incumbent to pass a pre-placement medical and dental examination prior to appointment, as well as receive required immunizations.

Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes:: 1) supporting acquisition planning for service requirements, including market research; 2) preparing and reviewing acquisition documentation for contract actions, using automated procurement tools; 3) reviewing contractor performance for compliance with contract terms, coordinating findings with staff and functional offices; 4) conducting program and efficiency studies for acquisition process improvement.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
