Transportation Specialist

Duties

• Serves as the primary point of contact for the clearance of inbound and outbound Department of Defense (DOD) sponsored cargo.
• Planning, monitoring, and accomplishing the efficient movement of complex cargo shipments, including those of an urgent, confidential, oversize, sensitive, and hazardous nature.
• Utilizes automated transportation systems, i.e., Global Air Transportation Execution System (GATES) and Integrated Booking System (IBS), to process, document, track, and report all import and export cargo.
• Compiles and analyzes a wide variety of transportation data... to identify trends, measure performance against prescribed standards... and locate and define systemic problems.
• Serves as an advisor to management and other personnel on a wide variety of transportation related matters.
• Maintains liaison with the military services, commercial carriers, and other government agencies to exchange information, coordinate actions, and resolve transportation discrepancies.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• Position requires travel and participation in meetings, conferences, and training classes and to conduct assistance visits at other terminals and supported commands. TDY - 25%
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
• In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
• The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
• The incumbent of this position must be capable of deploying to foreign and domestic ports with short notice. It is expected that deployment could occur as frequently as four times per year lasting between 7 to 21 days.
• Special circumstances could require longer or more frequent deployments. During deployment the employee may be required to work extended hours under austere field conditions and may work with hazardous cargo, to include ammunition.
• Work conditions sometimes require the incumbent to work outside during all types of weather. In support of documentation, incumbent must be able to board break-bulk ships, barges, Ro/Ro and other type of vessels and be able to access all decks.
• Incumbent may be required to climb ladders through narrow ship passages, stand and walk for prolonged periods on uneven and slippery surfaces with chains and dunnage in their path, and work long hours and varying shifts.
• May be required to work around and handle hazardous cargo to include ammunition.
• This is a HAZMAT duty appointment. Incumbent must be able to obtain and maintain certification.
• Employee must be able to obtain and maintain a valid State or government driver's license.

Specialized Experience: One year of specialized experience which includes 1) Assisting in the planning and monitoring of import and/or export cargo shipments through various modes of transportation; 2) Utilizing automated transportation systems (such as GATES, IBS, or similar systems) to track, document, and report on cargo status and movement data; 3) Reviewing shipping documentation for compliance with regulations, including those related to hazardous materials (HAZMAT); AND 4) Communicating with carriers, shippers, and government agencies to resolve common transportation issues and ensure efficient cargo flow. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
