Primary Duties/Responsibilities
• Conduct graduate-level quality analysis and assessment of USSTRATCOM core mission areas: Global Strike and Nuclear Operations.
• Actively participate in USSTRATCOM, component, CCMD, and Joint Staff operations planning teams for Global Campaign Plan consolidated strategic opportunities, CCMD campaign plan/order operations, activities, and investments operations planning teams and contingency/steady state operations planning teams to provide expert operations assessment analysis or to develop new requirements for future operations assessments.
• Demonstrate and articulate superior knowledge to create a strategy-to-task framework tying the National Security Strategy (NSS), National Defense Strategy (NDS), Joint Staff Global Campaign Plans, USSTRATCOM Campaign Plan, and USSTRATCOM Campaign Order into a single, traceable hierarchy that shows how national level aims translate into daily operations, activities, and investments. The core idea is to create a disciplined “audit trail” from the President’s strategic ends down to the actions executed by units, watch floors, and mission teams.
• Produce CCMD-quality commander’s estimates and perform mission analysis.
• Independently, collectively, actively, and continuously analyze diplomatic, informational, military, and economic information and determine progression/regression toward achievement of Strategic Deterrence through a set of defined measurement criteria.
• Determine the effectiveness of U.S. operations, activities, and investments in shaping the strategic environment.
• Analyze diplomatic, informational, military, economic, readiness, and cost information and determine progression/regression toward achievement of campaign, contingency, or exercise objectives through a set of measurement criteria.
• Develop, update, and maintain operations assessments.
• Enter logical and defendable operations, activities, and investments assessments into databases.
• Define, document, and articulate the logic for assessments of progression/regression toward achievement of objectives, effects, and risk.
• Apply and articulate critical thought to identify trends in discreet individual assessments to synthesize information and create key findings.
• Identify estimated, intended, and/or resultant cost/benefit of U.S. operations, activities, and investments toward shaping campaign, contingency, or exercise objectives effects.
• Provide recommendations to improve force integration, resource allocation, and strategic alignment.
• Develop graduate-level quality briefings and reports with in-depth analysis and research following best practices for analytic writing.
• Brief assessment findings to senior leaders and respond to questions.
• Additional support to assessments includes:
◦ Identify, collect, analyze and enter data.
◦ Produce competition, planning in crisis, combat, risk, exercise, and other-directed assessments.
◦ Participate in boards, bureaus, centers, cells, and working groups.
◦ Utilize artificial intelligence and machine learning tools to augment analysis.
◦ Assist in administrative conduct of USSTRATCOM/J7 business processes including producing reports, providing critical review of documents, preparing meeting minutes, participating in briefings and staffing packages across the command using current Command approved business practices.
◦ Contribute to a culture of continuous improvement and provide innovative and effective ways to improve current assessment processes, tools, and products.
Experience
• At least 7 years of experience working on the Office of the Secretary of War and/or Joint Staff in the operations, plans, policy, strategy, assessments, and/or exercise fields.
• A bachelor’s degree or higher.
• Knowledge and experience working in the Department of War with the National Military Strategy, National Defense Strategy, Consolidated Strategic Opportunities, Global Campaign Plans, and CCMD campaign plans, ensuring alignment with national defense objectives.
• Experience required in Joint and/or Combined operations and operations planning and/or strategic planning, mission analysis.
• Joint Professional Military Education Phase 2 graduate or equivalent.
