Applicant must have one year of directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by developing project plans, programming resource justifications, and meeting program objectives.; Managing product and system upgrades, reviewing new technologies, and providing guidance to other DoD activities.; providing supervision over staff including planning and assessing work to be accomplished, recommending priorities and deadlines, and reviewing work performance.; conducting cost-benefit analysis, managing timelines and milestones, updating leadership, and providing technical solutions.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Additional information
- Performs the collection, analysis, validation, and prioritization of requirements, and if required, the development of information systems project plans.
- Develops requirements, contract documents, List of Material (LOM) also coordinates material acquisition, shipment, and accounting as required to procure equipment in support of the Commands worldwide.
- Exercises supervision and control over military personnel, civilian staff and contractors which consists of technical and engineer professionals.
- Develops requirements for technical solutions and project implementation plans that consider and amplify systems architecture, interoperability, and overall end-to-end compatibility.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85.
- Signing of a DA Form 5019 acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position.
- Temporary Duty (TDY) Travel will be required approximately 15-20% of the time and may require worldwide travel.
- Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
- Position has been designated Key. This is a Federal position that shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the Agency or office to function effectively.
- In support of contingency operations, incumbent may be required to work overtime and shift work on short notice to include nights, holidays and weekends.
- This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.
- In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
- 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
- Three year trial/probationary period may be required.
- This position requires a one-year supervisory probationary period.
