Job Description

We are seeking an experienced Applications Architect to lead the rationalization and modernization of a legacy, complex enterprise application portfolio in support of a Department of War (DoW) customer.

The Architect will:
  • Work with a team of business, infrastructure, data and solutions architects to drive the full spectrum of application architecture from as-is discovery through a defensible modernization roadmap.
  • Build and maintain a detailed application inventory in the HOPEX architecture repository, developing a modernization playbook grounded in a strong application reference architecture, providing decisions matrixes for acquire or build, and cloud migration prioritization.
  • Define roadmap milestones, dependencies, and resource requirements to modernize the application portfolio, including migration to Azure while meeting DoW Zero Trust and cybersecurity requirements.
  • Translate architectural analysis into a prioritized, resourced, and executable plan that reduces cost, reduces risk, and directly supports the agency mission through optimize application capabilities and services.

Responsibilities

Application Inventory & Rationalization
  • Conduct a comprehensive inventory and rationalization of the current application portfolio, including assessing technical fit, business value, cost, risk, and cybersecurity posture to identify candidate applications for retirement, consolidation, re-platforming, or modernization.
  • Document application layering and component dependencies (UI, deployment, public interfaces, application domain, application infrastructure, and technical frameworks/platforms) to support impact analysis and sequencing decisions.
  • Establish cloud native integration patterns and ensure secure application interfaces; leverage modern identity patterns (Entra ID, Conditional Access, OAuth2/OIDC).
  • Create portfolio-level decision framework that prioritize Retire/Replace/Migrate activities based on mission value, security posture, and total cost of ownership.

Reference Architecture & Modernization Playbook
  • Develop a target-state reference architecture and a modernization playbook that establishes repeatable patterns for cloud migration, application decomposition, and integration on Microsoft Azure.
  • Define architectural guidance and design standards for Azure-based modernization (re-host, re-platform, re-factor) that satisfy DoW cybersecurity requirements, including Zero Trust architecture principles and Risk Management Framework (RMF) controls.
  • Ensure architectural artifacts and decisions comply with DODAF and/or TOGAF (or comparable enterprise architecture frameworks) and remain consistent with the customer's enterprise architecture standards.
  • Develop modernization patterns for migrating legacy applications to Power Platform, define standards for SharePoint online application replacement workflow migration, and provide architectural guidance for adoption and integration of ServiceNow workflow and case management solutions.

Roadmap, Resourcing & Governance
  • Translate the reference architecture and playbook into a phased modernization roadmap with clearly defined milestones, sequencing, dependencies, and decision points.
  • Define resource requirements - skill sets, staffing levels, and timing - needed to execute each roadmap phase, and support realignment of priorities as the portfolio strategy evolves.
  • Identify and quantify cost-reduction opportunities across the portfolio, including cloud total cost of ownership (TCO) and infrastructure consolidation, to support customer investment decisions.
  • Provide architectural oversight across the application lifecycle - planning, design, migration, deployment, and sustainment - and collaborate with architects, project managers, ISSOs/security staff, and technical leads to keep execution aligned with the enterprise model and mission objectives.

Qualifications

  • Active Top Secret security clearance with SCI eligibility.
  • Bachelor's degree in Information Technology, Computer Science, Engineering, or a related field.
  • Minimum of 5 years of experience in enterprise or application architecture, with hands-on work in application portfolio rationalization and modernization planning, including demonstrated knowledge and previous work performance converting architectural analysis into practical reference architectures, solution designs, and implementation roadmaps aligned with TOGAF, DODAF, or similar industry frameworks.
  • Minimum of 5 years of experience coordinating with other architects, project managers and team leaders to ensure application development matches reference architectures and modernization roadmaps.
  • Working knowledge of Microsoft Azure architecture and cloud migration strategies (re-host/re-platform/re-factor), including experience supporting a large-scale, on-premises-to-cloud migration.
  • Familiarity with DoW cybersecurity requirements, including Zero Trust architecture principles and the Risk Management Framework (RMF) and/or Cybersecurity Risk Management Construct (CSRMC).
  • Experience architecting solutions on Microsoft Power Platform and SharePoint Online, including governance, DLP, and enterprise-scale design.
  • Strong written and verbal communication skills, with the ability to brief both technical stakeholders and government leadership and to work effectively across cross-functional teams.

This hybrid position requires applicants to be within a reasonable commuting distance of the work location.
Preferred Qualifications:
  • TOGAF or DODAF certification.
  • Microsoft Azure certification (e.g.,Azure Developer Associate, Azure DevOps Engineer Expert, Power Platform App Maker, Power Platform Solution Architect Expert Azure Solutions Architect Expert, Azure Administrator Associate) or equivalent demonstrated experience.
  • Hands-on experience building and maintaining architecture repositories/models in MEGA's HOPEX, or comparable enterprise architecture repository tools (e.g., Sparx EA, ABACUS), with a demonstrated ability to ramp quickly on HOPEX.
  • Experience with additional modeling tools and notations (ArchiMate, UML, Visio) to complement repository-based modeling.
  • Experience operating in Agile or DevSecOps environments, including integrating architecture governance into CI/CD pipelines.
  • Familiarity with IT financial management / cloud cost optimization (FinOps) practices.
  • Experience with Azure Integration services or similar enterprise integration technologies.
