• This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
• Selectee will be required to wear the military uniform.

• Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

• Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
• Loss of military membership will result in immediate loss of your full-time military technician position.
• Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
• Must possess and maintain a valid Puerto Rico State driver's license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
• This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
• The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Irregular and overtime hours may be required to support operational requirements or contingencies.
• Federal employment suitability as determined by a background investigation. Must possess or be able to obtain and maintain the appropriate SECRET security clearance within ONE (1) year of appointment.
• May be required the incumbent to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
• May require the incumbent to drive a motor vehicle; if so, and an appropriate valid Puerto Rico State driver's license is mandatory.
• This position requires military membership in the Puerto Rico Army National Guard (PRARNG). Selectee will be required to wear the military uniform.
• If selected for this position who is not qualified in one of the mentioned BR/CMF/MOS, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be MOS Qualified.
• If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.
• Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration and will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

AREA OF CONSIDERATION:

DUTIES:
As a AIRCRAFT SURVIVAL FLIGHT EQUIPMENT REPAIRER (D1992000), WU-4818-10, you will provide control, inspection and certification, testing, evaluation and maintenance or overhaul of Aviation Life Support Equipment (ALSE). Provides initial and continuation instruction in the following ALSE subject categories: environmental life support and protective subsystems, over water survival equipment, escape and descent life support subsystems, survival recovery life support subsystem, global survival, aircrew chemical decontamination procedures and aircrew chemical defense task qualification training. Documents and maintains records of ALSE crewmember training.

PHYSICAL DEMAND:
Work is usually completed while standing or sitting and may be for extended periods of time. Considerable stooping, bending, or kneeling is necessary as well as working in cramped areas and on ladders and scaffolds. Frequently lifts and carries items weighing up to 50 pounds and occasionally lifts heavier items with assistance.

WORKING ENVIRONMENT:
Work is primarily in shops that are adequately lighted, ventilated, and heated. Occasional work outside may be necessary in extreme weather conditions. Hazards include eye, respiratory and skin irritation from adhesives, solvents, silicones and epoxies, oxygen, oxidizers and lithium batteries. Frequently exposed to the possibility of cuts, bruises, punctures, and abrasions from handling sharp tools and electrical shock when testing components. Subject to a moderate amount of noise and vibration from tools and machines.

QUALIFICATIONS:

GENERAL EXPERIENCE:
Experience or training which has demonstrated knowledge of aviation life support equipment. Experience reading and interpreting military manuals. Experience in supply procedures and property accountability. Experience collecting information and presenting it to various sized groups. Experience in planning a functional shop maintenance program is essential.

SPECIALIZED EXPERIENCE:
Applicant must posses at least ONE (1) year of specialized experience in the occupational series code 4818, or EIGHTEEN (18) months of equivalent specialized experiences performing or supervising duties such as inspecting, testing, certifying, repairing, assembling and maintaining ALSE to include aircraft/aircrew electronic communications equipment, and aircraft-oxygen related items, aircraft modular survival system, life preservers, helicopter emergency egress devices, first aid kits and microclimate cooling vests; scheduling and maintaining inspection and accountability documentation on ALSE and weapons; inspecting and maintaining stock of medications necessary; performing ALSE supply functions; instructing crewmembers in all categories of ALSE; instructing aircrew and other personnel in the care, use, theory of operation and capabilities of ALSE used in a variety of global environments; instructing survival techniques; administering practical and written evaluations, developing charts, mock-ups and, maintaining training aids; certifying initial and continuation training of aircrew and other personnel; certifying ALSE requirements for all missions; ensuring aircraft are properly configured with proper types and numbers of ALSE dependent on destination and mission being flown; certifying by signature forms and equipment records of aircraft installed equipment; ensuring flight safety and optimum performance standards; complying with safety, fire, security, and housekeeping regulations; preparing for and participating in various types of readiness evaluations, inspections, mobilization and command support exercises; ensuring ALSE shop for Aviation Resource Management Survey inspections.
