Job Description
Ortman Consulting is seeking an accomplished Senior Enterprise IT Strategy & PPBE Advisor to support the U.S. Air Force Intelligence Community Chief Information Officer (A2/6) at the Pentagon. This is a rare opportunity for an experienced DoD or Intelligence Community professional to influence enterprise-wide technology strategy, budget execution, and governance supporting some of the nation's most critical intelligence missions. This position requires an active TS/SCI security clearance and is performed on-site at the Pentagon in the National Capital Region.
In this highly visible role, you will serve as the trusted advisor responsible for driving the Planning, Programming, Budgeting, and Execution (PPBE) lifecycle while advancing strategic initiatives across Zero Trust, cloud computing, cybersecurity, enterprise networks, digital infrastructure, and data modernization. Your expertise will directly support senior Air Force leaders by developing executive-level decision materials, coordinating complex funding strategies, leading governance activities, and ensuring continuity across evolving leadership priorities.
Key Responsibilities
• Provide continuous PPBE support (execution, budget, and POM) across concurrent fiscal years; build and maintain spend plans, unfunded requirements (UFR) lists, and portfolio trackers for AF ISR Digital Infrastructure (DI), Zero Trust, cloud, data, and networks.
• Coordinate funding deliberations across acquisition, resourcing, and executor communities (AFMC, ABMS, DAF CLOUDworks, HAF, MAJCOMs) to ensure common understanding and proper alignment of funds.
• Draft and edit the background papers, briefings, money pages, and decision documents used in senior funding decisions up to USD(I&S), general-officer, and SecAF level.
• Support planning and execution of AF Intelligence Zero Trust implementation — templates, charters, roles-and-responsibilities documents, integration-board content, and governance stand-up.
• Run the division's task-management battle rhythm: maintain the master task list (JIRA / Kanban), assign and deconflict actions, and adjudicate formal taskings and internal documents each month.
• Prepare and staff Bullet Background Papers (BBP), Position Papers, Comment Resolution Matrices (CRM), electronic Staff Summary Sheets (eSSS), Money Pages, and BLUF documents through 2-letter coordination and concurrence.
• Analyze and interpret ICD, DNI, and OSD policy and guidance to enable AF Intelligence implementation; identify new requirements and recommend courses of action.
• Facilitate and document quarterly roadmap and governance off-sites; capture decisions and drive follow-up actions across a dispersed, multi-organization team.
• Advise successive government CIOs and portfolio leads (cloud, data, networks, cybersecurity) with background, context, and options for short-turn taskings and senior engagements, providing continuity through leadership transitions.
Required Qualifications
• Active TS/SCI clearance.
• Bachelor's degree in a technical, business, or management field AND at least 10 years of demonstrated, recent DoD and/or Intelligence Community experience; OR 15+ years of defense/industrial/acquisition experience in the field of expertise in lieu of a degree.
• Demonstrated experience with the DoD PPBE process (execution, budget, and POM development) and IT/portfolio investment management.
• Strong staff-action and technical-writing skills, including background papers, position papers, staff summary sheets, and comment resolution.
• Proven ability to coordinate across multiple stakeholder organizations and advise senior government leaders.
• Ability to work on-site at the Pentagon / National Capital Region and travel approximately 10% (CONUS).
