The United States Space Force (USSF) at Pentagon, Arlington VA is searching for a E Human Resources IT Portfolio Manager to support S1A (NH-2210-04, GS-14/15 equivalent).

Are you a visionary IT leader ready to shape the digital foundation of the U.S. Space Force? We are seeking a senior Human Resources Information Technology Portfolio Manager to serve as the strategic bridge between business needs and IT solutions within our Personnel Analysis and Systems Directorate (S1A). In this high-impact role, you will manage the Space Force HR Management IT portfolio, aligning enterprise-level capabilities with business transformation goals. You will act as the primary point of contact for policy owners and program managers, tracking implementation progress and overseeing IT investments undergoing development.
Ideal Candidate:
A highly strategic and analytical IT professional with authoritative expertise in portfolio management and enterprise architecture. The ideal candidate will be a visionary leader capable of aligning complex IT system plans with broad business transformation goals. They must possess excellent communication and consensus-building skills to navigate matrixed environments and coordinate with system program managers, compliance SMEs, and senior DAF/Space Force leadership. This individual is a decisive problem-solver who can translate technical compliance and investment regulations into actionable, efficient governance processes. Extensive experience in Defense Business System portfolio management, enterprise architecture, and the implementation lifecycle of custom software and COTS systems. Proven background in conducting business case analysis (BCA) and evaluating project proposals against financial and non-financial factors. Comprehensive knowledge of federal IT capital planning, investment controls, and laws/regulations (such as the Clinger-Cohen Act, Privacy Act, PRA, and FISMA). Familiarity with the DoW, DAF, and Space Force organizational structure is highly desired. Must be able to obtain Information Assurance (IA) Management Level II certification within six months of assignment.
Key Skills and Abilities:
1. Comprehensive knowledge of application of laws, policies, regulations, and practices related to IT capital planning and investment controls for business systems.
2. Knowledge and experience with strategic planning methods, concepts, strategy alignment and performance management as they relate to IT service delivery.
3. Knowledge and experience in information technology portfolio management, enterprise architecture, and implementation lifecycle of custom software systems and commercial off-the-shelf (COTS) systems. 4. Knowledge and experience with conducting business case analysis and evaluating project proposals against financial and non-financial factors
5. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoW, DAF, Space Force, SF/S1 and organizations that govern, interface with, and/or influence the planning and requirements process and information management capabilities.
6. Abilility to plan, organize, and direct the functions of matrix staff in critical aspects of development, production, and system investment decision-making and to coordinate various aspects of planning and requirements such as enterprise architecture, IT portfolio management, financial management, and contracting.
7. Knowledge of Federal regulations which apply to information technology and information services management such as the Clinger-Cohen Act; the Privacy Act; the Paperwork Reduction Act; the Federal Information Security Management Act; and Section 2222 of Title 10, United States Code.

- Must be able to obtain and maintain a Secret security clearance.
- Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
- May be required travel away from the normal duty station on military or commercial aircraft.
- May be required to work overtime on an unscheduled or emergency basis.
- Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework"
- Subject to Temporary Duty Assignment (TDY): Approximately 20 days per year.
- Information Assurance Certification is a condition of employment (IA Management Level II). This position includes information assurance (IA) work as a paramount duty requirement. Per DoWM 8140.03,
- the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. Failure to receive the proper IA certification may result in removal from this position.
The 2210 series has an individual occupational requirement that must be met and can be viewed . There is no Group Coverage Qualification Standard for this series.
