Job Summary:
Client is seeking a Principal Business Analyst - Project Controls to provide Project Control, Estimating, and Scheduling support services to Client's Capital Projects mission. This role is responsible for the organization, development, implementation, maintenance, and accountability of total project controls, financial analysis, and estimating applications designed to provide management with full capability of planning, scheduling, financial analysis, and cost control throughout the life cycle of complex or unique projects/programs.
The main goal of this role is to support Client's Capital Projects initiative through comprehensive evaluation and assessment of various project scopes, including cost estimating, scheduling, formulating management plans, and developing support procedures and processes to ensure seamless integration with engineering and procurement functions.

Key Responsibilities:
- Develop cost and schedule baselines, milestone schedules, work breakdown structures, and spend-out plans to optimize resource and facility utilization (equipment, manpower, and funding)
- Apply advanced project control concepts and provide state-of-the-art technical control expertise, guiding others on complex, multi-project integrated area project analysis and problem correction
- Participate in routine project cost reviews and schedule meetings
- Develop and implement a basic change management system for engineering and construction assigned work scope
- Analyze variances in cost and schedule performance against plan; communicate variance reasons and proposed mitigation plans to management
- Serve as the key linkage between the client and the planning process, contributing to control of the client's business unit
- Perform financial analysis techniques (variance, statistical, scenario analysis, etc.) as requested by management
- Develop and explain costing rates for the budget process; maintain rates in PeopleSoft and analyze pool variances (Assigned Overhead and Service Pools)
- Perform extensive analysis of business operations to identify funding limitations, execute cost controls, and design integrated financial controls
- Define requirements and develop models for complex business systems; develop test plans and oversee system implementation
- Initiate and direct special studies; translate management's conceptual ideas into operating plans
- Prepare comprehensive monthly financial reports, including analyses, forecasts, and spend plans
- Provide guidance to management on classification requirements, compliance, and the CD process/deliverable format
- Review and provide input to specifications for engineered equipment and/or subcontracts
- Provide input to estimators on labor and other-than-labor resource needs
- Provide input to schedulers on activity sequence, durations, and logic
- Provide input on risk-informed schedules to establish milestones and PBIs
- Provide input to engineers, estimators, and schedulers on constructability, maintainability, operability, and commissioning
- Provide input to technical writers for BOEs, BOS, and WBS data dictionary
- Provide leadership, technical direction, and training to other Project Controls personnel
Required Qualifications:
Education & Experience:
- Master's degree in Business, Construction Management, or a related technical/engineering field with 5 years of practical experience; OR
- Bachelor's degree in a related field with 7 years of practical experience; OR
- Associate's degree with 11 years of practical experience; OR
- High school diploma with 15 years of relevant experience
Experience/Skills:
- Minimum of 10 years of experience in engineering, construction, operations, estimating, scheduling, project controls, proposal development, and/or project management
- 5 years of experience demonstrating subject matter expertise in the relevant area
- Strong personal computer skills; expert proficiency in automated accounting, cost management, scheduling, and estimating systems
- Practical experience with site business systems
- Comprehensive knowledge of project management and cost/schedule control at the tactical level
- Knowledge of operations, maintenance, or project startup and construction
- Strong problem-solving, analytical, and interpersonal skills; strong oral and written communication skills
- Understanding of CAS/FAR principles
