The Technical Advisor I provides subject matter expertise, technical advisement, and modernization support to the U.S. Army Intelligence and Security Command (INSCOM) G-7 Directorate. The position supports strategic
modernization initiatives, technology engagement activities, capability development efforts, and innovation programs across the Intelligence Community (IC), Department of Defense (DoD), Army, and INSCOM enterprise. The advisor assists government leadership in planning, executing, and sustaining emerging capabilities and projects spanning the multidiscipline intelligence spectrum, with particular emphasis on Multi-Domain Operations (MDO), intelligence modernization, data literacy, cyber, architecture, electronic warfare, terrestrial, and aerial/space capabilities.




  • Provide technical expertise,
    advisement, and consultation supporting INSCOM G-7 priorities, lines of
    effort, and modernization initiatives.
  • Assist government leadership with
    planning, execution, and sustainment of emerging capability programs and
    projects.
  • Provide consultative services to
    technical organizations and senior leaders across the command.
  • Support DOTmLPF-P analyses, Army
    modernization, and transformation initiatives.
  • Identify operational and business
    impacts of emerging technologies to senior decision makers.
  • Assist in the development and
    coordination of:
    • Strategic Plans
    • Army Campaign Plans
    • Army Intelligence Master Plans
    • Organizational Structure
      Development
    • Manpower Reporting
    • Program Objective Memorandum
      (POM) submissions
    • Acquisition support packages
  • Support the design and execution
    of proof-of-concept pilots and Quick Reaction Capability (QRC)
    initiatives.


  • Evaluate current and emerging
    technologies supporting intelligence missions and operational
    requirements.
  • Develop technical documents,
    assessments, reports, briefings, and procedures supporting capability
    assessments and technology initiatives.
  • Facilitate DoD and Intelligence
    Community technical exchange meetings, demonstrations, workshops, and
    briefings.
  • Produce meeting minutes, briefing
    materials, and technical documentation.
  • Support technology assessments
    involving software and hardware-intensive systems.
  • Apply project management best
    practices, risk management methodologies, and lifecycle planning
    principles.
  • Engage with industry, government
    agencies, and intelligence organizations to identify solutions addressing
    capability gaps.
  • Develop and maintain system
    design and engineering documentation consistent with DoD, Army, IC, and
    DoDAF requirements.


  • Support development and
    maintenance of INSCOM G-7 knowledge management resources.
  • Assist in developing engineering
    and architecture documentation supporting modernization efforts.
  • Promote technology adoption,
    innovation, and organizational upskilling initiatives.
  • Provide recommendations that
    improve organizational effectiveness and future capability planning.
  • Support integration of
    modernization efforts across directorate and command initiatives.




  • Master's degree (MA/MS) and a
    minimum of five (5) years of experience managing programs and projects;
  • Bachelor's degree (BA/BS) and a
    minimum of ten (10) years of experience managing programs and projects.

  • Minimum of ten (10) years of
    military or civilian intelligence experience at the national, operational,
    or tactical level in one or more intelligence disciplines, including:
    • Signals Intelligence (SIGINT)
    • Geospatial Intelligence (GEOINT)
    • Human Intelligence (HUMINT)
    • Counterintelligence (CI)
    • Open Source Intelligence (OSINT)
    • All-Source Analysis
    • Collection Management
  • Experience supporting
    Multi-Domain Operations (MDO) or organizational Data Literacy initiatives.
  • Minimum of two (2) years leading
    or advising intelligence modernization and/or innovation initiatives.
  • Experience defining objectives
    and deliverables, identifying stakeholders, and establishing relationships
    with industry and military leadership.


  • Three (3) years of experience
    planning and executing:
    • In-Progress Reviews (IPRs)
    • Operational Planning Team (OPT)
      meetings
    • Synchronization and coordination
      meetings
  • Experience supporting complex
    projects involving cross-staff, multi-agency, or joint organization
    coordination.
  • Experience with Army
    modernization programs and future capability development efforts.
  • Familiarity with DoDAF, acquisition planning, capability development, and intelligence modernization processes.


  • Strong understanding of
    Intelligence Community, DoD, Army, and INSCOM processes and organizations.
  • Ability to communicate technical
    concepts to executive and senior-level audiences.
  • Excellent verbal and written
    communication skills.
  • Experience developing
    executive-level reports, briefings, strategic plans, and technical
    documentation.
  • Knowledge of capability
    development, systems engineering, and modernization initiatives.
  • Ability to work independently and
    collaboratively across multiple stakeholder organizations.
  • Strong analytical, critical
    thinking, and problem-solving abilities.
  • Experience supporting project
    management lifecycle activities, risk management, and strategic planning.


  • Must possess and maintain current DoD Top Secret security clearance with SCI eligibility.
  • Must comply with all INSCOM, Army, DoD, and Intelligence Community security requirements.
  • U.S. Citizenship required.
