Technical Advisor III
Position Title: Technical Advisor III
Location: Fort Belvoir, Virginia
Clearance Requirement: Active DoD Top Secret Clearance with SCI
Eligibility (TS/SCI) Required
Salary: $165K
Position Overview
The Technical Advisor III serves as a senior subject matter expert supporting the U.S. Army Intelligence and Security Command (INSCOM) G-7 Directorate's modernization, innovation, and capability development initiatives. This
position provides strategic advisement, technical leadership, and programmatic support for intelligence modernization efforts across the Intelligence
Community (IC), Department of Defense (DoD), Army, and INSCOM enterprise. Technical Advisor III supports planning, execution, and sustainment of emerging capabilities and technologies while advising senior leaders on modernization priorities, capability gaps, and future operating concepts.
The position will focus on one or more mission areas including Aerial and Space Systems, Terrestrial Capabilities, Enterprise Architecture, Cyber Operations, Electronic Warfare (EW), and Data Literacy initiatives that support INSCOM modernization and Multi-Domain Operations (MDO).
Key Responsibilities
Strategic Modernization and Planning
• Provide senior-level technical expertise and strategic advisement
supporting INSCOM G-7 priorities, campaigns, and modernization lines of
effort.
• Support Government leadership in the planning, execution, and sustainment
of intelligence modernization programs and projects.
• Analyze emerging technologies, operational requirements, and modernization
initiatives to identify opportunities for enhanced mission effectiveness.
• Deliver executive-level recommendations on future technologies, capability
development, and organizational transformation efforts.
• Support Doctrine, Organization, Training, Materiel, Leadership, Personnel,
Facilities, and Policy (DOTmLPF-P) analyses and Army modernization
activities.
• Identify operational, business, and mission impacts of modernization
initiatives to senior military and civilian leaders.
Strategic Documentation and Program Development
• Assist with development and coordination of:
• Support the development, execution, and assessment of Quick Reaction
Capability (QRC) initiatives and proof-of-concept technology pilots.
• Produce executive-level reports, white papers, assessments, briefings, and
planning documents.
Technology Engagement and Capability Assessment
• Evaluate current and emerging technologies for operational relevance and
suitability within the Army Intelligence Enterprise.
• Develop technical documentation supporting technology assessments,
capability evaluations, and modernization initiatives.
• Facilitate technical exchange meetings, demonstrations, industry
engagements, and government briefings.
• Coordinate with Army, DoD, Intelligence Community, industry, and mission
partners to identify solutions addressing capability gaps.
• Support technology insertion, experimentation, and transition planning
efforts.
• Develop system design and engineering documentation in accordance with
DoD, Army, Intelligence Community, and DoDAF standards.
Innovation and Modernization Support
• Support development and maintenance of INSCOM G-7 Knowledge Management and
innovation initiatives.
• Assist with implementation of modernization strategies, technology
roadmaps, and capability integration activities.
• Provide best-practice planning, strategic support, and risk management
throughout the project management lifecycle.
• Support workforce development, organizational upskilling, and data
literacy initiatives.
• Foster collaboration among military organizations, intelligence agencies,
and industry partners to accelerate innovation and capability adoption.
Minimum Qualifications
Education
• Master's Degree (MA/MS) with a minimum of fifteen (15) years of program
and project management experience; OR
• Bachelor's Degree (BA/BS) with a minimum of twenty (20) years of program
and project management experience.
Experience
• Minimum of fifteen (15) years of military or civilian intelligence
experience at the national, operational, or tactical level in one or more
intelligence disciplines, including:
• Experience supporting Multi-Domain Operations (MDO) initiatives or
organizational Data Literacy programs.
• Minimum of ten (10) years of experience leading or advising intelligence
modernization and innovation programs.
• Experience defining program objectives, deliverables, resource
requirements, and stakeholder engagement strategies.
• Experience building collaborative relationships with government, industry,
military, and intelligence community leadership.
Preferred Qualifications
• Ten (10) years of experience planning and leading:
• Experience supporting Army modernization, capability development, and
experimentation programs.
• Knowledge of DoD Architecture Framework (DoDAF), systems engineering, and
acquisition processes.
• Experience leading cross-functional teams supporting emerging technology
implementation and organizational transformation efforts.
• Experience coordinating with Army Futures Command, Intelligence Community
organizations, and modernization stakeholders.
Knowledge, Skills, and Abilities
• Advanced knowledge of Army, DoD, Intelligence Community, and INSCOM
organizations, missions, and modernization processes.
• Demonstrated expertise in strategic planning, capability development, and
modernization initiatives.
• Ability to communicate highly technical concepts to executive and
senior-level decision makers.
• Strong analytical, critical-thinking, and problem-solving capabilities.
• Exceptional verbal and written communication skills.
• Ability to develop executive-level products including briefings, reports,
studies, and technical assessments.
• Experience managing complex programs involving multiple stakeholders and
mission partners.
• Strong understanding of systems engineering, architecture development,
technology assessments, and capability integration.
Security Requirements
• U.S. Citizenship required.
• Active DoD Top Secret security clearance with SCI eligibility.
