We are seeking a FIAR / Audit Readiness Subject Matter Expert to serve as a member of an enterprise asset management modernization team.

This position requires deep hands-on experience with DoD financial improvement and audit readiness, property and materiel accountability, and the evidence and internal control standards a system of record must meet to withstand audit. You will make sure the migrated IBM Maximo Application Suite environment stands up as an auditable system of record for inventory, property, and asset accountability.

This position supports a Department of War customer at Patrick Space Force Base and Vandenberg Space Force Base. The role is primarily remote with periodic travel to customer locations.

Key Responsibilities

The candidate will:

· Define the audit readiness requirements the migrated system must satisfy, covering inventory accountability, property accountability, asset existence and completeness, and inventory valuation.

· Review data reconciliation results and confirm that record counts, attributes, quantities, costs, serialized assets, property custody records, and security records meet the 100% reconciliation threshold before cutover approval.

· Establish the evidence and key supporting documentation standards that migration artifacts must meet to be defensible in an audit.

· Assess and document internal controls, segregation of duties, and audit trail requirements within the target MAS 9.1 configuration.

· Prepare and lead the FIAR capability demonstration required for final acceptance.

· Document current-state and future-state FIAR requirements and produce the FIAR Requirements Document.

· Define interface transaction sets and data exchange requirements supporting DAAS and DLMS reporting, and assess integration requirements with the Integrated Logistics System-Supply (ILS-S).

· Define operational, management, and audit reporting requirements, including logistics reporting data sources and dashboards.

· Define requirements for tracking software as an accountable asset, including software entitlement, service level agreement tracking, and associated audit reporting.

· Contribute to the implementation roadmap and rough order of magnitude cost estimate for follow-on implementation activities.

· Advise the functional and technical team on accountability and auditability implications of configuration and data migration decisions.

Qualifications

• Must have 7, or more, years supporting DoD or federal financial improvement and audit readiness efforts. May be reduced with completion of advanced education.

• Must have working knowledge of the DoD FIAR Guidance and the assessable unit and business process cycle approach.

• Must have demonstrated experience with property accountability, materiel accountability, or existence and completeness assertions for government-owned property.

• Must have experience defining audit evidence, key supporting documents, and internal control requirements for a system of record.

• Must have experience writing requirements documents, business process analyses, and interface requirements suitable for government review and approval.

• Must have experience reviewing reconciliation results and validating financial and accountability data.

• Must have an active DoD/DoW Secret Security Clearance.

• Must have 1, or more, DoD 8570 certifications (such as Security+).

Preferred Qualifications

· Have a Bachelor's degree, or higher, in Accounting, Finance, Business, Logistics, or a related field.

· Have experience supporting an Accountable Property System of Record or a comparable government asset accountability system.

· Be familiar with DLMS and DAAS logistics transactions and DEDSO implementation conventions.

· Have experience with ILS-S or another Air Force or Space Force supply system.

· Be familiar with IBM Maximo or another enterprise asset management platform.

· Have experience with inventory valuation methodology and cost reconciliation in an audit context.

· Have a CDFM, CGFM, or CPA certification.
