Raytheon is seeking a Program Operations Manager (POM), Development position located onsite at the Raytheon Technologies (RTX) McKinney, Texas facility. The POM is responsible for communicating requirements for a portfolio of proprietary programs across all manufacturing sites and strategic make centers. They will provide guidance on sequence of operations to help ensure that commitments can be met by working effectively across all operations and program teams. The candidate chosen shall be embedded within a development program, and will work alongside the design team, influencing hardware producibility and affordability.

This role is the primary interface between the Program Management Office (PMO), Functional leaders, and Operations factory leadership. The successful candidate will communicate across programs as necessary, to identify, assess, collaborate and resolve issues with contractual deliveries and program requirements.


  • Lead, collaborate and influence program and functional managers to support the process focused factories driving quality and performance for product deliveries.
  • Be accountable for factory integration, consolidated program performance, and unique program requirements flow down to the factories as well as contractual performance to the customer.
  • Be the Operations point of contact for proposal development and approval to ensure proposed costs or challenges are understood by Operations leadership and factories.
  • Coordinate and develop operations requirements for all gate reviews and execute proposed strategies from early gate reviews for effective implementation in future production.
  • Ownership of the Program's Operations EAC and budget.
  • Present information for Monthly Management Reviews to summarize program status and any on-going production or development Operations issues.
  • Direct support of manufacturing activities and spend significant amounts of time in and around factory areas.
  • Support execution of a program through the development and transition to production phases of a program's lifecycle. Familiarization in New Product Integration (NPI), Transition To Production (TTP), and proposal support activities are preferred.



  • Typically requires a University Degree preferably in Production, or Manufacturing or related field and minimum 8 years or an Advanced Degree in a related field and minimum 5 years experience
  • Experience working within a Manufacturing, Operations, Production or a similar environment working with PRISM or similar inventory system.
  • Experience with Risk and Opportunity Management and Certified Account Manager (CAM) certification
  • Experience managing support plans, completing basis of estimates (BOEs), and/or maintaining schedules in cross-functional, matrixed environment



  • Experience participating in development program proposal process and familiarization in schedule development and status (MPS, IMP, and IMS)
  • Experience leading collaboratively with other managers in a results-oriented environment to develop solutions for complex problems that will gain desired outcomes
  • Previous leadership position in a fast paced technical or manufacturing environment that included multiple working organizations; this would include extensive experience building strong cross-functional teams with proven results and problem solving experience that bridges production realities to financial commitments
  • Experience effectively leading, presenting, and participating in meetings and status sessions, even when having to provide bad news or when you disagree with other management and customers

Onsite : Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.



The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
