Job Description

Every major IT program lives or dies in the acquisition process, and the difference between a program that moves and a program that stalls is often the person shaping the package before it ever reaches a contracting officer. The Red Gate Group is seeking a highly experienced Acquisition SME to support a major Intelligence Community customer's program execution office. This role is built for a seasoned acquisition professional with deep command of federal acquisition policy and hands-on experience carrying major IT programs from requirements generation through contract award.

As the Acquisition SME, you will serve as a trusted advisor to stakeholders and program managers across the CIO enterprise. You will lead acquisition lifecycle planning and guide stakeholders through pre-award processes aligned to CIO strategic goals, improve the quality of acquisition requirement packages for clarity, completeness, and regulatory compliance, and draft and refine the artifacts that move programs: Performance Work Statements, Independent Government Cost Estimates, and Justifications and Approvals. You will provide acquisition strategy recommendations that improve cost, schedule, and performance outcomes, and you will collaborate with technical teams, contracting officers, and program managers so every package that goes forward is actionable, auditable, and aligned with mission objectives.

You will also carry the governance and tempo of the acquisition portfolio. That means supporting Acquisition Review Boards, Program Management Reviews, and Technical Exchange Meetings, driving process innovation with agile methodologies and business transformation tools, and tracking procurement milestones against Procurement Acquisition Lead Time targets so programs execute on time. Requirements
  • 8+ years of experience providing acquisition and governance support, including recent experience within the last 2 years. This experience requirement is firm and cannot be met through education or certifications.
  • Master's degree in a related field, or one of the following in its place: an Associate's degree in a related field and 4 additional years of relevant experience, a Bachelor's degree in a related field and 2 additional years of relevant experience, or 6 additional years of relevant experience. The additional years used in place of the degree are on top of the 8 year experience requirement above, not counted within it.
  • In-depth knowledge of the FAR, DFARS, and DoD acquisition regulations, including the DoD 5000 series and ICD 801.
  • Experience drafting and refining acquisition artifacts, including Performance Work Statements, Independent Government Cost Estimates, and Justifications and Approvals.
  • Experience supporting acquisition governance forums such as Acquisition Review Boards, Program Management Reviews, and Technical Exchange Meetings.
  • Strong written and verbal communication skills, with the ability to engage both technical and non-technical audiences.
  • Active TS/SCI clearance with the ability to pass a CI Polygraph.


Preferred
  • DAWIA Level I, II, or III certification in Contracting or Program Management.
  • Prior experience as a Contracting Officer (1102 series) or government Program Manager.
  • Experience providing acquisition support within the Intelligence Community or Department of Defense.
  • Advanced training in federal or Intelligence Community acquisition frameworks.
  • Experience applying agile methodologies or business transformation tools to acquisition planning and execution.
