POSITION DESCRIPTION: Department of Defense Business Specialist

Location: Pentagon, Arlington, VA

Status: Contingent Hire – Full-Time – On-Site

Clearance: Active Top Secret/SCI Clearance Required

MUST HAVE: Demonstrated experience supporting Department of Defense business operations, process improvement initiatives, business analysis, performance metrics, and executive-level documentation in support of military headquarters organizations.

Position Summary

The Business Specialist provides mid-level business analysis and Continuous Process Improvement (CPI) support to Headquarters Marine Corps (HQMC), Installations and Logistics (I&L), Logistics Current and Future Operations Branch (LPOV). Working on-site at the Pentagon, this position supports organizational leadership initiatives through business process analysis, Lean Six Sigma methodologies, project documentation, performance measurement, executive reporting, and process improvement activities supporting Marine Corps Expeditionary Logistics (EXLOG) modernization efforts.

Working under the direction of Government leadership and the Strategic Process SME, the Business Specialist assists with the planning, execution, documentation, and assessment of business process improvement initiatives supporting Marine Corps logistics modernization, Force Design, and organizational transformation. The position develops executive-level information papers, process maps, business analyses, Plans of Action and Milestones (POA&Ms), project documentation, and performance metrics that support Headquarters Marine Corps leadership decision-making.

Required Qualifications

U.S. Citizen with an Active Top Secret/SCI security clearance and ability to obtain a CAC card.
Bachelor's degree in Business Administration, Public Administration, Management, Industrial Engineering, Operations Research, Logistics, Supply Chain Management, Finance, or related discipline.
Five (5) or more years of experience supporting Department of Defense business operations, program analysis, organizational improvement, or headquarters staff operations.
Experience supporting business process improvement or Continuous Process Improvement (CPI) initiatives.
Experience documenting business processes, workflows, standard operating procedures, and project documentation.
Experience developing executive briefings, information papers, reports, and technical documentation.
Experience supporting project planning, milestone tracking, and action item management.
Experience conducting qualitative and quantitative business analysis.
Experience using Microsoft Office Suite, Microsoft Teams, SharePoint, Visio, Excel, and headquarters collaboration systems.
Strong analytical, organizational, technical writing, communication, and problem-solving skills.
Preferred Qualifications

Lean Six Sigma Green Belt certification or equivalent Continuous Process Improvement experience.
Master's degree in Business Administration, Public Administration, Operations Management, Industrial Engineering, Logistics, or related discipline.
Experience supporting Headquarters Marine Corps, Department of the Navy, Joint Staff, or other Department of Defense headquarters organizations.
Experience supporting Planning, Programming, Budgeting, Execution, and Assessment (PPBEA).
Experience conducting cost-benefit analyses and Return on Investment (ROI) assessments.
Experience supporting organizational modernization or business transformation initiatives.
Experience facilitating working groups, workshops, or process improvement events.
Experience developing process maps using Microsoft Visio or similar modeling software.
Familiarity with Marine Corps logistics organizations and Force Design initiatives.
Primary Duties

Support Continuous Process Improvement (CPI) initiatives using Lean Six Sigma methodologies and other business process improvement techniques.
Document current-state and future-state business processes supporting Marine Corps logistics organizations.
Develop process maps, workflow diagrams, standard operating procedures, and business documentation using Microsoft Visio and other business process tools.
Assist in planning and facilitating CPI workshops, working groups, process improvement events, and stakeholder meetings.
Develop project charters, Plans of Action and Milestones (POA&Ms), project schedules, milestone trackers, and implementation documentation.
Monitor project execution, action items, milestone completion, and performance metrics supporting Government leadership.
Conduct qualitative and quantitative business analyses supporting logistics modernization and organizational improvement initiatives.
Collect, consolidate, analyze, and present business performance data from multiple Government stakeholders.
Develop cost-benefit analyses, Return on Investment (ROI) assessments, business case analyses, and performance improvement recommendations.
Assist in evaluating logistics business processes to identify opportunities for increased efficiency, integration, and organizational effectiveness.
Support assessments of distribution, deployment, mobility, transportation, and logistics support concepts and programs across Joint requirements.
Develop executive-level briefing materials, information papers, white papers, executive summaries, dashboards, and management reports supporting Headquarters Marine Corps leadership.
Support development of standard templates for executive briefings, after-action reports, POA&Ms, process documentation, and business reporting.
Coordinate documentation, staffing packages, taskers, and action tracking using Microsoft Teams, SharePoint, ETMS2, and other headquarters collaboration systems.
Support strategic communications, documentation development, publication staffing, and knowledge management activities.
Assist Government leadership with performance measurement, organizational assessments, modernization initiatives, and business process documentation.
Collaborate with Strategic Process SMEs, Logistics SMEs, Government leadership, and contractor personnel to ensure consistency, quality, and technical accuracy of business analyses and supporting documentation.
Perform additional business analysis, process improvement, documentation, reporting, and executive support duties as required to accomplish contract objectives.
