EMERGENCY MANAGEMENT SPECIALIST

• Serve as Emergency Management Specialist for the Natural and National Emergency Programs for the District.
• Develop plans and assure implementation of emergency policies and procedures in accordance with applicable regulations.
• Plans for and coordinates with the Emergency Manager the development of preparedness/operational programs.
• Represent the District on committees and at conferences to formulate national emergency policies and determine support requirements and services to be provided by the District.
• Monitors day-to-day operation of Emergency Operations Center
• Prepares revisions to District Response Organization
• Manages mission assignments relating to Disaster Field Office activities with the Federal Emergency Management Agency and as such maintains close coordination with FEMA Region VI and State and local emergency management officials.
• Assure all requirements are met in disaster relief operations.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Serves as incidental motor vehicle operator. Incumbent must be physically able to operate a motor vehicle without danger to self or others.
• Incumbent must be deployable on TDY assignments to any area in the USACE impacted by a natural disaster or natural security emergency. Deployment normally lasts 30 days real time but may be extended based on the specific situation.
• Must be able to obtain and maintain a Secret Security Clearance.
• Must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
• 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).

FOR THE GS-12:

Specialized Experience: One year of specialized experience which includes: 1) interpret public laws, regulations, directives, and emergency response plans to support program execution; AND 2) develop or update emergency preparedness, response, and recovery plans in accordance with applicable laws, regulations, and agency guidance; AND 3) Oversees all aspects of the budget for the emergency management program.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

FOR THE GS-11:

Specialized Experience: One year of specialized experience which includes: 1) oversee activities regarding emergency exercises; 2) AND oversee deployments to support emergency operations; AND 3) assist with the budget.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in Emergency Management, Disaster Preparedness, Public Safety Administration, Public Policy Emergency, Emergency Services Administration, or other fields related to the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

For the GS-12: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

For the GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
